Scotland's Constitutional Future

That the Parliament welcomes the Prime Minister's recently reported indication that the UK Government’s opposition to a further referendum on Scottish independence is conditional rather than permanent, and his indication that majority support for a referendum means that one could take place; notes his comparison with the arrangements established under the Good Friday Agreement for a border poll in Northern Ireland; considers that any democratic test for determining whether the people of Scotland wish to reconsider their constitutional future should be clear, objective and capable of being met; believes that such a test should not be subject to the subjective judgement of successive UK administrations, and calls on the UK Government to set out the evidence that it would regard as sufficient to demonstrate that the democratic threshold has been met.
