Energy Profits Levy Putting Investment Opportunities at Risk

  • Submitted by: Kevin Stewart, Aberdeen Central, Scottish National Party
  • Date lodged: Friday, 06 March 2026
  • Motion type: Standard Motion
  • Motion reference: S6M-21015
  • Current status: Fallen

That the Parliament notes the reports that Harbour Energy, based in Aberdeen, has announced that over £2 billion of planned investment in its North Sea operations has been put on hold due to the UK Government’s Energy Profits Levy; further notes the reported comments from Harbour Energy’s chief executive that the levy is diverting capital investment overseas, undermining the UK’s domestic energy production and increasing the UK’s reliance on imports at a time of heightened geopolitical instability, and that further job losses at Harbour Energy are possible if constraints to investment persist; believes that these comments demonstrate that the Energy Profits Levy is putting jobs, investment and energy security at risk, and calls on the Chancellor of the Exchequer, Rachel Reeves, to recognise the reality of the world today and abolish the levy before it is too late.
