Israel’s Ban on NGOs in Gaza and the West Bank

That the Parliament notes with deep concern reports that the government of Israel is to revoke the licences of 37 international non-governmental organisations (NGOs), including Medical Aid for Palestinians, working in Gaza and the occupied West Bank; further notes what it believes is the global condemnation of this act as part of wider system of collective punishment of Palestinian people, and the view that although Israel, as the occupying power, has an obligation to ensure that aid reaches Palestinian civilians, it is actively preventing others from providing this; recognises what it considers is the essential role of humanitarian and human rights organisations in providing life-saving assistance, medical care, food, education and legal support to civilian populations affected by conflict and occupation; expresses serious concern that such designations risk further restricting humanitarian access, undermining independent civil society, and worsening an already grave humanitarian situation, particularly for children and other vulnerable groups; reaffirms the importance of compliance with international humanitarian and human rights law, including the protection of humanitarian space and aid workers, and calls on the international community to take appropriate action against what it sees as Israel’s non-compliance of international law and to urge the State of Israel to reverse this decision, withdraw to its 1967 borders and fulfil its international obligations.
