Within the Scottish Government funding of health research falls under the remit of the Chief Scientist Office.

Following an independent expert review process, 9 projects were funded through the CSO's Long-term effects of COVID-19 call Long Covid Call – Chief Scientist Office (scot.nhs.uk)

Final reports will be published on the CSO website upon completion of the projects. All the projects are scheduled to complete in Q1/Q2 of 2023.

Project final reports are the result of a collaborative effort between the individual project teams and members of the CSO Public Engagement Group who work together to ensure the reports are written in accessible language. There is therefore an inevitable short delay between the project end date and the publication of the final report.

The Scottish Government is committed to ensuring a human rights-based approach is delivered across all our public services. We recognise the key role that peer-led advocacy has to play in ensuring the rights of people who use drugs are fully protected.

Advocacy work is delivered across Scotland by a number of organisations and contributes to the delivery of our National Mission to reduce drug deaths and improve lives. The Scottish Government therefore welcomes FAVOR UK’s Advocacy Project and the positive impact this service is reported to have made to the lives of the individuals supported during the first 6 months of the project.

The report identifies systematic challenges that the Scottish Government is seeking to address through the National Mission. We recognise the vital role that residential rehabilitation can play and in recognition of this we have committed £100 million over the life of the National Mission to allow more people to access such services.

The Scottish Government aims to increase the number of statutory funded residential rehabilitation placements by 300% over the next five years. We have announced funding for four projects which combined will provide a total increase of 85 beds in Scotland by 2025/26, increasing rehabilitation capacity from 425 to 510 beds. It is envisaged that at least 1,000 people every year will be able to access government funded residential rehabilitation services by 2026.

The report also details the value of people who use drugs being supported to make informed choices in relation to their treatment options. The Scottish Government recognises the importance of this and the Medication Assisted Treatment (MAT) standards will ensure that people have a say in the type and choice of treatment being made available to them .

The Scottish Government has committed to developing a new hate crime strategy, for publication later this year, to help guide how we successfully tackle hatred and prejudice in Scotland.

On 28 April 2022, I chaired the inaugural meeting of the Hate Crime Strategic Partnership Group (SPG), comprising a range of third sector organisations and public bodies. The representatives on the SPG each possess specific expertise in tackling hate crime and building community cohesion, and will provide a multi-agency approach to development of a new hate crime strategy for Scotland.

At the meeting, the SPG discussed draft Terms of Reference and I invited members to share their key priorities for tackling hate crime, to help shape development of the new strategy.

In the coming period we will publish relevant information relating to the SPG, including membership and an agreed Terms of Reference.

A broad range of different skills are needed to support the heat in buildings transition, however we are aware that the installer skills for zero emissions heating and energy efficiency represent the largest gap.

Unlocking investment in the supply chain must start with clear demand for its products and services. Our investment of at least £1.8 billion, as outlined in the Heat in Buildings Strategy, will strengthen demand and support an increase in jobs and skilled workers.

We have provided over £1.3m through our National Transition Training Fund for energy efficiency and zero emissions heating retrofit skills. This includes a Low Carbon Learning Programme delivered by the Construction Scotland Innovation Centre which provides free training access for tradespeople to increase their skills in retrofit and Passivehaus construction methods, as well as funding through the Energy Skills Partnership to support heat pump training in Scottish Colleges.

The Flexible Workforce Development Fund provides employers with access to a range of heat and energy efficiency courses and is open both to UK Apprenticeship Levy paying employers and Small and Medium Enterprises (SMEs) in Scotland.

We have invested in heat pump training equipment for Scottish colleges with new capacity for training provision due to come online later this year.

Finally, Scottish Government officials and Skills Development Scotland are collaborating with the industry under the Climate Emergency Skills Action Plan to define new pathways, and work is underway to develop new, targeted financial support for skills development in this sector.

We are considering the recommendations made by the Heat Pump Sector Deal Expert Advisory Group within its final report and will respond later this year alongside the publication of our Heat in Buildings Supply Chain Delivery Plan.

The evaluation of early medical abortion at home began in October 2021, with of the final report currently due in autumn 2022. The evaluation seeks to provide further evidence regarding the safety, and efficacy of the current early medical abortion at home arrangements and to consider the experiences of women in Scotland accessing abortion early medical abortion services. It will also review practices and procedures in each NHS Board area and, where appropriate, identify areas of good practice.

All boiler and heating systems, including Air Source Heat Pumps installed under Warmer Homes Scotland are guaranteed for a 2 year period. Warmworks, the Managing Agent for the scheme provide a one year maintenance warranty with the installer and this runs from the date of the installation for 12 months. Once this 12 month period is up, there is a further 12 month warranty with the boiler/heating system manufacturer. This means the boiler/heating system is covered for a full 2 years from the date of installation.

At the end of this 2 year warranty period all Warmer Homes Scotland customers become responsible for the maintenance of their boilers and heating systems together with any associated costs.

The Scottish Government remains committed to recovering health services fully from the COVID-19 pandemic.

Public Health Scotland is the national agency responsible for the monitoring and surveillance of data relating to blood borne viruses; however over the past two years it has prioritised its COVID-19 pandemic response over routine work.

Since the end of February 2022, the blood borne virus and STI team at PHS has begun to remobilise. This initial phase is prioritising on updating the HIV and HCV data for the past two years.

This will be followed by recommencing all previous surveillance initiatives, data collection and analysis. the Scottish Government will do all it can to support that effort.

Charities are a major funder of medical research and development in Scotland, with investment estimated to be worth £122m in 2018 (Fraser of Allander report 2022). Scotland is a global centre of excellence for clinical research and there are a number of organisations in Scotland supporting those charities and their researchers.

The Association of Medical Research Charities works to maximise the potential for research and innovation in the NHS to ensure the investment from medical research charities has the greatest impact for patients. Medical Research Scotland supports individuals through the award of doctoral studentships and through other training initiatives to companies. Scottish Health Innovation Ltd also support clinical research and work closely with NHS Research Scotland, in partnership of Scottish NHS Boards and the Chief Scientist Office (CSO), to innovate and commercialise products and services. The Scottish Funding Council offer a number of funding programmes, which are administered by Interface, to offset the cost for collaborations to support innovation and research.

To further support research and development the Programme for Government has committed £100m to R&D over the next 5 years.

The Scottish Government ambition is that everyone who wishes to is able to access fair and sustainable employment, which is why we have committed to at least halving the employment gap between disabled people and the rest of the working age population by 2038.

Employability has a pivotal role to play in supporting these commitments, ensuring those further from the labour market, including people who have a learning disability, have access to the right support at the right time to move towards, into and to sustain work. In partnership with Local Government, we have made clear our joint aim of delivering person-centred services that are inclusive and accessible.

The Fraser of Allander Institute report highlights the importance of monitoring and evaluation, which we agree with. We currently have a longstanding programme of evaluation on Fair Start Scotland, and have recently commenced a formal, independent and robust evaluation of No One Left Behind and the Young Person’s Guarantee, which we anticipate will cover a multi-year period.

In addition to this, we routinely collect data across our services about people with disabilities and their outcomes, including follow-up after 12 months to measure sustainment. As we move forward with our No One Left Behind approach, we are also taking into account learning from what has worked well in other areas, and where we can make improvements.

The report’s findings mention the visibility of people with learning disabilities in the data reporting under Fair Start Scotland. We have mainstreamed this through our recently published Employability Shared Measurement Framework, which covers activity under the No One Left Behind approach. This will allow us to better measure the reach of our services for people with learning disabilities, and the opportunities and outcomes we are supporting them to access.

Furthermore, in line with our commitment to person-centred services, the experience of users is a critical measure of success, which is why it has such a prominent role in our Shared Measurement Framework. As part of this programme of evaluation work outlined above we will consider opportunities to evaluate the experiences and outcomes of those with learning disabilities, where possible.

In addition to the socio-economic findings, we recognise from ‘Invisible No More’ that more must be done to understand the gaps in the existing data sources. To address this we are undertaking an exercise to assess the data collected across Scotland relevant to people with learning disabilities and autistic people. This will inform the development of a data action plan that Scottish Government and its partners will take forward to improve the data across a number of topics, including employment.
