The Scottish Government is committed to ensuring that all people living in Scotland who want to work, including those receiving adult social care support, are able to access appropriate and flexible employability support.

We will continue to work towards our ambition to reduce the disability employment gap by at least half by 2038 as set out in the Fairer Scotland for Disabled People: Employment Action Plan. We will do this by supporting disabled people into employment , and ensuring that employers have the skills they need to recruit and retain this vastly underutilised pool of talent. We have reviewed current approaches to supporting disabled people with additional support needs into employment and will publish the findings by Summer 2022.

Through this plan we will work to ensure that our social care system delivers the right type and mix of support to help remove the barriers to work for disabled people.

Current models of care should afford flexibility to the individual to take up employment where possible subject to individual care needs being met. We are currently reviewing the guidance on Self Directed Support (SDS) to strengthen consistency and choice in the way social care is provided.

Going forward, we are committed to building on this as we work towards establishing a National Care Service to provide high quality, consistent and fair social care support across Scotland that enables people to achieve the outcomes they want to lead a full life.

The function of Scottish Water is to treat and supply high quality drinking water as well as to collect, treat and safely dispose of wastewater for those customers who are connected to the public water and/or wastewater network. To this end, Scottish Water has delivered significant levels of investment since its creation in 2002 and local authorities would not be funding and undertaking work which falls under the specific functions of Scottish Water. Local authorities have separate responsibilities in relation to private water supplies, any private water and waste water pipes which fall under their responsibility, some roads drainage and also for flood risk management. In areas where there are inter-linking responsibilities, some partnerships have been established between Scottish Water and local authorities, such as the Metropolitan Glasgow Strategic Drainage Partnership and the Edinburgh and Lothians Drainage Partnership. In addition to this, Scottish Water has partnerships with local authorities, where appropriate, where there is an opportunity to develop and deliver innovative solutions, such as the Stirling district heating scheme and work being delivered through Clyde Gateway, among others.

The Scottish Government is committed to ensuring that all children and young people are able to access the right support for their mental health without stigma, including medication where this is the most appropriate intervention.

The Scottish Government does not hold data on the numbers of children and young people aged 19 and under who were prescribed antidepressants by a GP, without seeing a specialist, while waiting for access to Child and Adolescent Mental Health Services (CAMHS).

We know that the Covid-19 pandemic has been exceptionally difficult for the mental health and wellbeing of many children, young people and their families. Long waiting times for treatment are unacceptable and we remain committed to meet the standard that 90% of patients begin treatment within 18 weeks of referral. This is why in the 2021-22 financial year we have allocated nearly £40 million to NHS Boards to improve CAMHS; with £4.25 million specifically invested this year to help NHS Boards tackle backlogs, with a clear view of meeting standards and clearing CAMHS backlogs by March 2023.

As set out in the response to S6W-07188 on 21 March 2022, prescribing is a clinical decision based on a prescriber’s judgment as to what they believe is in the best interests of the patient. The prescribing of antidepressants for children and young people is undertaken in consultation with the patient, and where appropriate with their family, to ensure that patient choice is also central to decisions taken regarding treatment and care.

Medication is one aspect of treatment, alongside psychological therapy or other therapeutic interventions, available as an option for children and young people who require support. We continue invest and improve access to other services, including by providing £16 million per annum to ensure that every secondary school in Scotland has access to counselling support; and by investing £15 million in community-based mental health and wellbeing services as part of our focus on early intervention and prevention.

Data on UK and export sales of peat sourced from Scotland since 2011 is gathered for the UK Growing Media Monitor ( https://hta.org.uk/associations-committees-groups/growing-media-association/gma-research ) and provides insight into the volumes of peat extracted for horticulture in Scotland up to 2020, the main end use of extracted peat.

The Scottish Government is committed to banning the sale of peat related gardening products, as part of our wider commitment to phase out the use of peat in horticulture, and we are currently preparing to consult on this issue. Our draft National Planning Framework 4 (NPF4) sets out that development proposals for new commercial peat extraction, including extensions to existing sites, should not be supported unless the extracted peat is supporting an industry of national importance to Scotland.

We will also give consideration, through our peatland restoration programme, to whether and what further data may be required to support future monitoring of progress against targets.

I am not aware of any reports that glass captured through our Deposit Return Scheme (DRS) could be processed outside Scotland.

There is a significant reprocessing industry for glass in Scotland. While it will be for Circularity Scotland Ltd (CSL) as scheme administrator to enter into reprocessing agreements on a commercial basis, I would note that the cost of transporting glass means the Scottish glass industry should have a competitive advantage due to the closer physical proximity to CSL.

I therefore anticipate that our glass industry will benefit from the increased quantity and quality of glass recyclate that DRS will make available.

As outlined in the National Transition Training Fund Year 1 report published in February 2022, 60 individuals were supported through the Energy Efficiency Transition Support and Heat Pump Training Fund in the 2021-22 academic year.

In Year 2, the project aims to support 455 individuals. The Energy Skills Partnership (ESP) commenced the project in December 2021 offering colleges the opportunity to participate in the project. Delivery of courses began in January 2022 and will run until the end of the current academic year. We will report on final outcomes upon completion of the Fund in August 2022.

Another training opportunity related to heat pumps is the Sustainable Energy Supply Chain Programme at Energy Saving Trust, which manages and administers the Microgeneration Certification Scheme (MCS) fund on behalf of the Scottish Government. This fund provides grants to assist Scottish SMEs installing heat pumps in achieving MCS certification for the first time. This funding is for installers who are not currently MCS certified for heat pumps and who want to become MCS certified for any heat pump technology (air, water, or ground source). The fund pays for 75% of the initial fees required, up to a maximum of £1,000, for both the certification and consumer codes of conduct which installers are required to join in order to become MCS certified. The fund started in September 2021 and will continue to run until March 2023 or until funds fully invested.

We have kept the wholesale sector closely involved in discussions relating to the development and implementation of Scotland’s Deposit Return Scheme (DRS), in particular through engagement with the Scottish Wholesale Association (SWA).

As table 1, page 12, paragraph 46 of the amended Business and Regulatory Impact Assessment (BRIA) for DRS makes clear, the SWA was consulted as part of the policy-development process that led to the amended BRIA.

We currently have three Early Cancer Diagnostic Centres (EDCD) live in NHS Ayrshire and Arran, NHS Dumfries and Galloway and NHS Fife. The Centre in NHS Dumfries and Galloway has been operational since 17 th May, NHS Fife since 6 th June, and NHS Ayrshire and Arran since 21 st June 2021.

The University of Strathclyde has been contracted to undertake independent evaluation of the ECDCs, to help inform wider roll-out across Scotland. The full evaluation will cover a two-year period (this is in line with wider UK nations’ evaluation of similar rapid diagnostic centre models), and will report in September 2023. Additionally, an interim report will be provided in September 2022.

Since the Drug Deaths Taskforce was established in July 2019, there have been 20 meetings of the core Taskforce, with the next meeting taking place on 13 April. There have also been a significant number of working groups, sub-group and deep dive sessions.

The key outcomes of the Taskforce meetings are the recommendations which they make to Government and other partners. The recommendations the Taskforce has made to date can be found here - DDTF - Recommendations | Drug Deaths Taskforce . The Taskforce will be producing their final recommendations by July 2022.

The Scottish Government supports the Real Living Wage. As statutory sick pay is reserved to Westminster the Scottish Government continues to engage with the UK Government to improve on the existing arrangements.

The income eligibility threshold for the Self-Isolation Grant are inclusive of our commitment to the Real Living Wage and are one of the most generous of the four home nation schemes. This ensures those low income workers and their families are supported when being asked to isolation as a result of COVID-19.

Those workers who are not eligible for the Self-Isolation Support Grant may be eligible for an emergency grant from their local authority. Scottish Welfare Fund Crisis Grants are available to all people regardless of their current benefit eligibility. They are specifically designed to provide a safety net when an emergency situation occurs and there is no other way to cover costs.

In addition, support can be provided via the Local Self-Isolation Support Service which is a proactive outbound call service operated by local authorities. The service calls people who are self-isolating, and who are happy to pass on their details. This service helps with support to access food, medication, and other essentials, whilst also signposting to further advice services. Help can be provided by contacting The National Assistance Helpline on 0800 111 4000 which anyone can contact, and operates between 09.00 to 17.00 every weekday.
