To ask the Scottish Government how many bids were received for the contract to design and build HMP Highland.
Answer
I have asked Teresa Medhurst, Interim Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:
‘An initial ‘Expression of Interest’ stage was undertaken by SPS for the HMP Highland project with four expressions of interest received. Following evaluation and a high standard of response, all four contractors were invited to tender and four bids were received in June 2021.
Tender evaluation is underway and SPS anticipates the initial contract award will be made in September 2021.’

To ask the Scottish Government whether it will introduce a scheme similar to the UK Government initiative, Flood Re, and, if so, whether this will offer support to businesses.
Answer
Flood Re already covers the whole of the UK, including Scotland. It was designed for home insurance purposes as the UK Government felt that there was insufficient evidence to justify government intervention in the provision of insurance cover for small businesses. However, the Scottish Government recognises the challenges that some small businesses in flood risk areas may face, and was pleased to note the commitment given by the UK Government to monitor the insurance market for small businesses and consider the issue with the insurance industry if the situation were to change significantly. The Scottish Government will, of course, continue to work with the ABI, the UK Government and the other devolved administrations on this issue. However, as insurance is a reserved matter, it is for the UK Government to decide whether the scope of Flood Re should be widened to include support to businesses.

To ask the Scottish Executive what information it has on what percentage of the oil sent through the two Government Pipeline and Storage System oil pipeline networks in Scotland are for (a) military and (b) commercial use.

GovernmentPipelines and Storage System (GPSS) is reserved to the UK Government and run bythe Oil and Pipeline Agency. The function of this agency is to manage the GPSSon behalf of the Ministry of Defence (MoD).

To ask the Scottish Executive whether it is aware of the Marine Health Check report by Worldwide Fund for Nature, in particular the conclusion that the health of the marine environment is deteriorating, and what action it intends to take in response to this report.
Answer
I have only received this report in the last week. I can assure Mr Harper that I will be studying it carefully.From a preliminary read it is clear that the report raises issues which go considerably beyond the competence of this Parliament. But I agree we need to take careful note of the report's contents and ensure that they are fed into our policy considerations for the marine environment.

To ask the Scottish Executive what the level is of public funding being provided to support Scottish gymnastics by local authority area.
Answer
The detailed breakdown of expenditure by local authority area can only be supplied by individual local authorities. Scottish Executive funding for sport is generally channelled through sportscotland which, in turn, gives grant assistance to governing bodies and works with local authorities on a range of initiatives. During the financial year ended 31 March 1999 sportscotland gave Scottish Gymnastics grant assistance of £100,000 from Exchequer funding.Support for gymnastics from the Lottery Sports Fund has included one award of £50,000 through the Junior Groups Programme, 21 awards totalling £61,433 through the Awards for All Programme, 37 awards totalling £135,184 through the Talented Athlete Programme and 4 awards totalling £108,348 through the Capital Awards Programme.
