I refer the member to the answer to question S7W-00816 on 16 June 2026. The Scottish Government has commissioned an independent scalability assessment by Healthcare Improvement Scotland (HIS) to explore effective expansion of our Rapid Cancer Diagnostic Service (RCDS) Pilots.

As set out in the answer to question S7W-00422 on 3 June 2026, Social Security Scotland has the legal powers to undertake enforced deductions and pursue civil recovery where appropriate.

At the time the referenced report was published, recovery activity had been focused on voluntary overpayments because it is always preferable to agree arrangements for repaying with individuals if possible. However, as of January 2026 Social Security Scotland has now expanded its use of available recovery powers in relation to existing and newly accrued debts, including by developing options for enforced recovery and commencing civil recovery through the courts.

This year’s Budget included £36 million for the walk-in pilot programme.

The information requested is not held centrally by the Scottish Government. The emergency services may be able to provide this information.

We have commissioned Healthcare Improvement Scotland to work on the evaluation, in conjunction with Public Health Scotland. Further details of the national evaluation will be shared when available.

NHS Highland is responsible for the operational management of the GP walk-in pilot site in Invergordon, and I understand it is due to open this summer.

It is important that there is an open and transparent national evaluation of this pilot programme and I am committed to regularly publishing operational data from open sites.

The Scottish Government are not currently planning to undertake further research in this area, as evidence of the potential benefits in the right circumstances already exists.

Decisions on further allocations of ScotWind funding and the establishment of a ScotWind Wealth Fund will be taken at future fiscal events.

The costs for implementing new policies will be detailed during the standard budget setting process.
