As indicated in the answer to question S7W-01612 on 5 August 2026, the offence of abuse of a partner or ex-partner is designed to respond to the many different forms of coercive and controlling behaviour that can arise in an abusive relationship. As such, the Scottish Government is not aware of any gaps in the law that would prevent the prosecution of abusive behaviour that could be described as a smear campaign or reputational abuse where it occurs in the context of domestic abuse. However, the Scottish Government keeps the criminal law under continual review to ensure that it remains effective. These are operational matters for Scottish Enterprise. I am advised by Scottish Enterprise that it employs two specialists advisors within the Cooperative Development Scotland team; one for employee ownership and one for co-operative models.

We continue to work closely with the UK Government and the other devolved administrations, where it is practical and sensible to do so, on how best to achieve measures that improve sow welfare.

This work is ongoing and there is currently no specific timetable for the completion of the consultation.

The Scottish Government will deliver the reforms necessary to support the introduction of a three-year job guarantee for teachers.

Development of the detailed proposals is at an early stage and Parliament will be kept updated as this work continues.

Funding allocations within Scottish Enterprise are operational matters for the agency. I am advised by Scottish Enterprise that, through its most recent Letter of Engagement, it has been directed to ensure that it supports social enterprises, co-operatives and employee-owned businesses. Businesses using these models can access wider Scottish Enterprise services, provided they meet the general business criteria for those services.

The Scottish Government has held two previous consultations, in 2007 and 2015. We had also asked the Scottish Animal Welfare Commission to consider the matter, leading to the establishment of the SAWC Dog Training Working Group in March 2021 and this has led to a number of discussions between SAWC, animal welfare charities, and scientists, facilitated by Scottish Government.
