To ask the Scottish Government, further to the answer to question S5W-35190 by Jeane Freeman on 19 March 2021, which stakeholders it worked with; by what means and when it worked with them; what the outcome was of the discussions, and whether it will provide an update on whether third sector staff who are not registered with the Care Inspectorate but who are contracted by NHS boards and health and social care partnerships to provide care and support to patients in their area will receive the £500 payment for health and social care staff.

I am grateful to my colleague, Mr Cameron MSP, for raising this matter relating to the £500 thank you payment for social care staff. The bonus payment recognises the particular debt we all owe to health and care staff, who have been – and continue to be – on the very front line of this crisis, helping to save lives and to protect us all.

Policy colleagues worked extensively with sector representatives in establishing eligibility criteria and guidance for social care provider staff. These representative organisations included Scottish Care and the Coalition for Care and Support Providers (CCPS) in Scotland; trade unions including Unison, Unite and GMB; and colleagues in CoSLA representing local authorities. The former Cabinet Secretary for Health and Sport, Jeane Freeman, previously wrote to CCPS on 29 March 2021 regarding the eligibility of third sector staff who are not registered with the Care Inspectorate.

In this letter, she confirmed the Scottish Government's position that the £500 payment relates to staff directly covered by NHS payment and remuneration arrangements or staff in organisations delivering adult social care or children’s residential care registered with the Care Inspectorate. In Scotland certain care services by law must register with the Care Inspectorate, and it is only these services that are eligible. Unfortunately, if an organisation is not already registered to provide these services their staff will not be eligible for the £500 payment. For other staff, it would be for their employers to determine their remuneration and any additions to existing pay which may be appropriate.

To ask the Scottish Government, in light of the commitment in the Scottish National Party election manifesto, how it plans to "develop crofting to create more active crofts".

This Government has a strong track record in encouraging and supporting more and new people into crofting. In 2019-20 there were over 830 new entrants into crofting - 44% were women, and 32% were under 40 years of age. We have now appointed the islands-based Crofting Development Officers who will work with crofting communities and strengthen links between the Commission and the communities it serves, building constructive local relations and a greater understanding of the Commission’s role within the crofting community.

The Commission has also expanded its Residency and Land Use Team, to enable it to increase its work in addressing absenteeism and bringing crofts back into productive use. We will monitor this activity closely and consider what more might need to be done in this regard during the lifetime of this Parliament.

To ask the Scottish Government what plans it has to reform crofting law during the current parliamentary session.

The Scottish Government remains committed to reforming crofting law and we will set out how we intend to do that in due course. A consultation was held in the last Parliament on what changes were required to the current legislative framework and the outcome of that consultation will form the starting point for this work.

The Crofting Consultation 2017 received 122 responses, and provided the Scottish Government with detailed and varied feedback on the options for a new crofting Bill, current legislative issues and how they might be addressed and other aspects of crofting. To ask the Scottish Government how much funding has been distributed from its Culture Organisations and Venues Recovery Fund, broken down by (a) venue and (b) amount received.

Across two rounds of the Culture Organisations and Venues Relief Fund (COVR), 511 awards were made, totalling over £21 million. Of this, £11.3 million was awarded to venues through 190 awards. This funding was administered by Creative Scotland on behalf of the Scottish Government.

The COVR funds provided emergency support to organisations that provide opportunities for cultural engagement, including but not limited to venues.

To ask the Scottish Government how many (a) theatres, (b) music venues, (c) dance halls and (d) cinemas have permanently closed since the start of the COVID-19 pandemic.

The Scottish Government is concerned that some cultural venues have permanently closed since the beginning of the Covid-19 pandemic as a result of the Covid-19 restrictions essential to helping safeguard the health and wellbeing of the country.

We are aware of the personal and professional impacts that these permanent closures continue to have on the Creative Industries and on individuals. The Scottish Government has worked with Creative Scotland throughout the pandemic to deliver essential funding to prevent insolvency and the closure of venues with funds such as the Grassroots Music Venue Stabilisation Fund.

It is deeply disappointing that, despite the efforts of the Scottish Government and its public bodies, cultural venues still faced permanent closure during the pandemic. The Scottish Government will work with Creative Scotland to explore the impact of the pandemic on venue closures nationally.

To ask the Scottish Government how much funding has been distributed from its Performing Arts Venue Relief Fund, broken down by (a) venue and (b) amount received.

The PAVR fund has provided much-needed support to a range of performing arts venues to help address the ongoing impact of the Covid-19 pandemic on operations. In August 2020, 20 venues across Scotland were awarded a total of £7.5 million through the first round of the Performing Arts Venues Relief Fund (PAVR). In total, over £20 million has been awarded to performing arts venues through the Performing Arts Venues Relief Fund through multiple funding rounds.

To ask the Scottish Government whether it will provide an update on progress with Lot 1 of the R100 programme.

As outlined in the response to S6W-00053 on 26 May 2021, the Scottish Government provided Openreach with a finalised speed and coverage template (or SCT) for the R100 North lot (Lot 1) contract at the end of March 2021. Openreach has completed its remodelling exercise and having been reviewed through Scottish Government governance and assurance structures, it is now undergoing rigorous review through Building Digital UK (BDUK). The full picture across the R100 North lot contract area is still expected to be available in the coming weeks. Our online address checker will be updated to reflect this information once assurance checks are complete and the contract change has been approved.
