The focus of the Scottish Government`s communication activities and guidance during the pandemic was to ensure that, when people needed to travel, and the prevailing Covid-19 restrictions allowed them to do so, they knew to plan ahead and were informed of the guidance to follow to use public transport safely.

Typically messaging on protection levels, ventilation, physical distancing and wearing a face covering when in crowded locations or when on public transport was included within the broader Government’s public health campaign messaging or was part of an operators own communications materials. No specific SG funding was allocated for this activity therefore, it is not possible to say how much was spent specifically on public transport marketing or advertising relating to social distancing and COVID-19 protection measures.

The Scottish Government will launch a national marketing campaign to promote the new Young Persons’ Free Bus Travel scheme in the coming weeks. The Scottish Government has allocated £400,000 to promote this campaign during this financial year.

On promoting public transport more broadly, Transport Scotland continues to work with operating partners and stakeholders to encourage people to use public transport, as a sustainable way to access work, education and services.

The Scottish Government has a precautionary approach to vaping products. Vapes and other nicotine products are part of a range of cessation tools available to existing smokers to help stop tobacco use. They should not be used by non-smokers, in particular by children and young people. They should not been used or promoted as a lifestyle accessory.

Our recent vaping consultation, which closed at the end of April, sought views on tightening rules on advertising and promoting these products. The results of this consultation will be published soon and will inform our Tobacco Action Plan refresh.

We will continue to work with the UKG and other devolved administrations over issues such as the taste and smell of vaping product to help reduce their appeal to children and young people.

Local councils are responsible for the recruitment and deployment of their staff. This includes providing a complement of teachers which best meets the needs of each of their schools and its pupils within the resources available.

The Teacher Induction Scheme provides a one year probationary placement to allow teachers to meet the Standard for Full Registration. This does not provide a guarantee of future employment with a particular local authority. Teaching posts should be advertised and filled in a fair and transparent manner by the local authority employer.

During the pandemic, the Scottish Government provided an additional £240m to local authorities to support the recruitment of additional teachers and support staff.

We have since committed further permanent funding of £145.5m a year to support education staffing. This provides assurance of funding for councils, and removes any uncertainty as a barrier to employing staff on permanent contracts.

The UK Health Security Agency (UKHSA) and the Joint Committee on Vaccination and Immunisation (JCVI) recommends the use of Modified Vaccinia Ankara (MVA) vaccines as part of the response to the current monkeypox outbreak, for people who are at higher risk of coming into contact with monkeypox.

The Scottish Government and Public Health Scotland (PHS) are working together with Health Boards to support the safe delivery of monkeypox vaccination.

There is currently a limited supply of existing MVA vaccine, which Scotland has secured its share of. Vaccination is underway and it is currently being offered to those at highest risk first, to help reduce the spread.

Additional supplies are expected in September, and people will be offered a first dose in priority order as soon as it becomes available.

The public health response to the current monkeypox outbreak in Scotland is being led by Public Health Scotland (PHS) and delivered in partnership with local NHS Health Protection Teams (HPTs) in each of the NHS Boards of Scotland. PHS has established a national Incident Management Team (IMT) who meet weekly and whose membership includes representation from experts in clinical infectious disease, sexual heath, infection prevention and control, health promotion, immunisation and health protection.

The response is on a four nations approach and PHS work closely with the other UK public health agencies.

Monkeypox is a notifiable disease under the provisions of the Public Health etc. (Scotland) Act 2008 and as such, all medical staff across Scotland report any suspected or confirmed cases to their HPTs. PHS undertake epidemiological analysis on the data gathered to better understand: who is affected; trends over time; and any risk factors; in order to plan measures to limit onward transmission. Case numbers are published regularly on the PHS website and PHS also contribute to a more in-depth analysis at a UK level.

PHS has produced guidance and resources throughout the response to provide evidence based advice on steps for HPTs and others to take to limit transmission of monkeypox. The core guidance for HPTs sets out the public health actions in relation to contact tracing, follow-up of cases and contacts, post-exposure vaccination and other approaches. These actions are undertaken by HPTs and aim to interrupt any onward transmission once a case is identified, or limit the health impact of any subsequent transmission. This guidance is supplemented by resources such as infection prevention guidance for healthcare settings, produced by Antimicrobial Resistance and Healthcare Associated Infection Scotland (ARHAI) and leaflets including advice for people with monkeypox.

PHS is also working with SG and NHS Boards to undertake the rollout of vaccination for those considered to be at highest risk of contracting monkeypox. More details on the vaccination Programme are available on NHS Inform.

Relevant public information is kept up to date on NHS Inform including advice on: monkeypox symptoms, transmission and treatment; and monkeypox and safer sex. In addition the Scottish Government has recently funded further targeted health promotion messages which is collaborative work between experts in sexual health, PHS and third sector partners.

The Scottish Government is working closely with Public Health Scotland and third sector organisations, such as HIV Scotland and Waverley Care, on health promotion activity to inform affected communities. We have provided funding for this work, and co-ordinated communications are in development; this will include targeted communications for communities at risk and will cover information on vaccine availability and eligibility.

Curriculum for Excellence (CfE) is non-prescriptive in nature, allowing teachers and schools to judge the context for learning that best suits their learners and their individual circumstances. Therefore decisions about which pedagogies to use are for schools and local authorities to determine, in line with CfE.

Although we do not collect the specific data requested, play pedagogy is encouraged and utilised to support the social, emotional, physical and cognitive development of young children in a developmentally appropriate way at the early level of Curriculum for Excellence, from early learning and childcare(ELC) and into the early stages of Scotland’s primary schools.

In 2020 the Scottish Government and Education Scotland published ‘Realising the Ambition: Being Me – Practice Guidance for the Early Years in Scotland’. This guidance for practitioners in early learning and childcare and the early years of primary school updates, extends and strengthens the approaches to active learning and play introduced in ‘Building the Curriculum 2’ (2007). ‘Realising the Ambition’ reflects current evidence and the progress made in understanding how best to support learning and care for children in their early years.

In July 2022 Education Scotland updated the online Early Level Play Pedagogy Toolkit. The toolkit was co-produced with Scottish practitioners and complements the quality improvement support Education Scotland is providing in collaboration with Regional Improvement Collaboratives and local authorities. The toolkit aims to support a deeper understanding of play pedagogy and increase the confidence of early level practitioners (including those in schools) in using play effectively to support children’s learning and development.
