To ask the Scottish Government what action it has taken to ensure that no children’s panel hearings will be delayed or cancelled due to any problems that might arise with the transfer of information from it to Children’s Hearings Scotland.
Answer
Scottish Government officials have worked closely with the National Convener and with Children’s Hearings Scotland (CHS) staff over the past two years to ensure that all required information is available to them in time for the implementation date of 24 June 2013.
We do not anticipate any disruption to hearings as a result of the transfer of the required information.

To ask the Scottish Government what action it has taken to ensure that there will be no delay or disruption to children’s panels following the transfer of responsibility for the recruitment, training and support of children’s panel members to Children’s Hearings Scotland.
Answer
Scottish Government officials have worked closely with the National Convener and Children’s Hearings Scotland (CHS) staff over the past two years to ensure that appropriate arrangements are in place for the recruitment of panel members and the provision of their training and support once the National Convener takes on her full responsibilities on 24 June 2013.
As a result, there should be no delay or disruption to children’s panels following the transfer of responsibility for their administration.

To ask the Scottish Government what action it has taken to ensure that the transfer of responsibility for children’s panel members to Children’s Hearings Scotland is on schedule, and what the reasons are for any delays.
Answer
Reporting monthly to the implementation Programme Board across all key workstreams, Scottish Government officials have worked closely with Children’s Hearings Scotland staff over the past two years to ensure readiness for the transfer of responsibilities on 24 June 2013.
Appropriate arrangements are in place for the National Convener to take on her full statutory responsibilities from the implementation date.
Implementation is on schedule for 24 June, and we do not expect any delays to impact on the timely delivery of the modernised system.

To ask the Scottish Government, further to the answer to question S4W-14730 by Aileen Campbell on 21 May 2013, which applicants to the Third Sector Early Intervention Fund have neither received an award nor been selected as strategic partners.
Answer
In line with the approach the Scottish Government has taken with other funds, we do not intend to release details of organisations who were unsuccessful in their application to the Third Sector Early Intervention Fund and who are not in a Strategic Funding Partnership. Releasing this information could cause reputational damage which could discourage the organisations named, or other similar organisations, from applying for funding in future. This would constitute substantial prejudice to the effective conduct of public affairs.

To ask the Scottish Government, further to the answers to questions S4W-14177 to S4W-14184 by Aileen Campbell on 3 May 2013, whether it will publish the list of applicants to the Third Sector Early Intervention Fund (TSEIF), broken down by those (a) receiving funding under the TSEIF, (b) whose application was unsuccessful but who have been selected as strategic partners and (c) who are not receiving funding and have not been selected as strategic partners.

To ask the Scottish Government what the eligibility criteria will be for funding via strategic funding partnerships; what body will administer such funding, and what form the application process will take.
Answer
The Scottish Government invited organisations which satisfied one or more of the following criteria in to discussions about establishing Strategic Funding Partnerships:
The organisation is unique in the services it delivers and loss of these services would have an unacceptable impact;
The service the organisation provides is a key part of the Scottish Governments national support for delivery;
The organisation’s service is important in ensuring equality of access to support.
There is no application process. The Scottish Government has approached key organisations. The Scottish Government will administer Strategic Funding Partnerships.

To ask the Scottish Government whether successful applicants to the Third Sector Early Intervention Fund will be eligible to apply for funding via strategic funding partnerships.
Answer
The Third Sector Early Intervention Fund (TSEIF) and Strategic Funding Partnerships are designed to provide a coherent package of support to deliver key outcomes for children, young people and the families and communities who support them across Scotland. In order to support as many organisations in the third sector as possible, organisations which successfully applied to the TSEIF have not been approached about Strategic Funding Partnerships.
