To ask the Scottish Government what proportion of the Scottish Welfare Fund has been earmarked for crisis (a) loans and (b) grants.
Answer
We have earmarked around 30 per cent of the Scottish Welfare Fund for Crisis Grants and the remainder for Community Care Grants. The Scottish Welfare Fund will not provide loans.

To ask the Scottish Government how much money has been allocated to the Scottish Welfare Fund for (a) 2013-14, (b) 2014-15 and (c) 2015-16.
Answer
We have allocated £33 million for the Scottish Welfare Fund for 2013-2014, comprising £23.795 million being transferred from the Department for Work and Pensions and £9.2 million from the Scottish Government’s Budget. We have not decided the funding for subsequent years. Decisions on funding levels for future years will be confirmed in due course.

To ask the Scottish Government what level of funding each local authority will receive in order to deliver the Scottish Welfare Fund and how this is calculated.
Answer
The funding allocations for each local authority are set out in the following table. The basis of the distribution is previous spend for Community Care Grants and Crisis Loans; previous applications for Admin funding; and the bid made to the Department for Work and Pensions for set up costs. The methodology for the distribution was agreed by the joint Scottish Government, and COSLA, Settlement Distribution Group.

To ask the Scottish Government what the criteria were to calculate the level of funding required to establish the Scottish Welfare Fund.
Answer
The highest spend by the Department for Work and Pensions in Scotland, on Community Care Grants and Crisis Loans for living expenses in recent years was around £30 million in 2009-2010. The Scottish Government established the Scottish Welfare Fund at a higher amount of £33 million.
