Data from the Scottish House Condition Survey (SHCS) provides estimates of the number and percentage of households with no central heating at a local authority level by averaging three years of data. The most recently available local authority data is for the 2017-19 period and is presented in Table 1.

The Scottish Government published a National Carers Strategy on 21 December. This sets out a cross-government approach to tackling issues that affect carers, including through health and social care policies. The Strategy sets out our intentions regarding carers’ healthcare at chapter 3. We will consider how to provide flexible health appointments for carers, including how we provide replacement care for appointments as part of the implementation process of the Strategy.

There are already a range of services in place that can support unpaid carers to better manage their health. Some have a carer-specific focus, while others are more general. The Scottish Government will continue to raise awareness of these services among unpaid carers and will ensure that our health services consider the needs of carers. Taking a strategic approach to this will support a joined-up approach that supports all aspects of carers’ lives, and this will be done under the auspices of the National Carers Strategy.

The Cost of Living (Tenant Protection) (Scotland) Act 2022 is a key part of the Scottish Government’s help for tenants facing the impact of the cost crisis. The Act introduced a temporary rent cap and moratorium on the enforcement of evictions, along with increased damages for unlawful evictions – until at least 31 March 2023.

The Scottish Government has made clear it will retain and use the provisions in the Act only where they remain necessary and proportionate in connection with the cost of living crisis. This is demonstrated in regulations laid before the Parliament on 19 January which:

• expire the rent cap provisions for the social sector on 26 February, so that it allows landlords to implement changes from the end of March; and also
• suspend the rent cap provision for purpose-built student accommodation, recognising that new tenancies in academic year 2023-24 would not be covered by the Act as it stands in any case.

I also announced on that date - in light of the differences in how the social and private rented sectors operate and the clear economic evidence demonstrating the continued pressure being placed on private rented households due to the ongoing cost crisis - that the Scottish Government will bring forward regulations to extend the remaining provisions in Part 1 of the Act for a further 6 months to 30 September 2023, provided it remains necessary and proportionate.

The Cost of Living (Tenant Protection) (Scotland) Act 2022 (Amendment of Expiry Dates and Rent Cap Modification) Regulations 2023 were laid on 27 January 2023 and, subject to the approval of Parliament, will mean that the rent cap for the private rented sector will continue, along with the moratorium on enforcing evictions - which will continue to apply across all sectors.

In order to ensure the provisions are proportionate, the Act gives power to vary the level of the rent cap. And whilst the focus of the emergency measures continues to be on protecting tenants, the Scottish Government recognises that the ongoing impacts of the cost crisis may also be experienced by some landlords.

The Scottish Government is of the view that it would be proportionate to raise the rent cap in the private rented sector to allow within-tenancy rent increases of up to 3%. Alternatively, landlords will continue to be able to apply for an additional rent increase based on an increase in prescribed property costs within a defined period and the maximum increase on this basis will be raised to 6% of overall rent in these specific and limited circumstances. The Cost of Living (Tenant Protection) (Scotland) Act 2022 (Amendment of Expiry Dates and Rent Cap Modification) Regulations 2023 reflect this proposal.

The Charge Place Scotland (CPS) network currently hosts 2445 publicly available electric vehicle charge points. Historical data relating to CPS’ development is not available broken down by Local Authority area.

The following table shows the total number of installations across the CPS network in each year since its inception. There are 105 charge point installations that cannot be reconciled with a specific year due to different methods of recording installs employed by CPS’ operators since the network was established, hence the current publicly available total is higher than the figures in the following table.

The information provided only presents charge points registered on the Scottish Government funded CPS network. The Scottish Government does not hold information relating to commercial electric vehicle charging networks.

The Scottish Government has collated Scotland level data on the number of enforcement notices since 2010. Information about notices should be available from individual local authorities via their online building standards registers on their websites. These have been publicly available since 2016. The number of notices issued under the Building (Scotland) Act 2003 is provided in the following table.

The exact information requested is not held centrally or by Public Health Scotland. Detailed below are published information that are available and relevant:

1. Estimates of the number of homeless deaths registered in Scotland during 2021 are published by the National Records of Scotland. These data include breakdowns by sex and age-group, council area and cause of death, but have no information on whether they were receiving NHS treatment. These figures are also based on a wider definition of homelessness than people with no fixed abode. 2. Published figures on numbers of patients with “no fixed abode” that have been admitted to hospital can be found within the within the Annual Acute Activity publication. Published data is available for a ten year period, from financial year 2012/13 to financial year 2021/22. Data on patient activity is presented in Table 2 – inpatient and day case activity, and the measure of interest can be found by selecting the NHS board of residence in the indicator drop down and either stays, episodes or patients within the measure drop down. Figures where ‘no fixed abode’ will then be listed in the table. For this response families have been interpreted as households with children.

There have been 447 households with children included in the homelessness application that have spent three years or more in temporary accommodation. This is based on available temporary accommodation placement data, where placements closed on or before 31 March 2022. Source: HL1 and HL3 data collections up to 31 March 2022, data as published on 18 August 2022.

Notes on data

The total duration of stay in temporary accommodation for households with children has been derived by linking records between the homelessness application (HL1) and temporary accommodation placement (HL3) data collections. The HL1 collects information on the composition of households making homelessness applications (available from 2002-03). The HL3 gathers information about temporary accommodation placements associated with homelessness applications (only available for all local authorities from 2017-18, however, it includes placements which commenced prior, and includes data prior to this for some local authorities).

The total duration is based on the sum of the durations of all temporary accommodation placements associated with the same household. It may be underestimated where households have placements that started and ended before the HL3 data collection began.

The figure includes households who may have turned down multiple offers of settled accommodation by the local authority but have chosen to wait for an offer that fully meets their needs.

It is important to note that households may sometimes make alternative arrangements for children when entering temporary accommodation and therefore children included in the HL1 return are not always present in associated placements. It can also be that children are present for only part of the stay in temporary accommodation, e.g. as part of shared custody arrangements.

Whilst the Scottish Government continue to reconcile COVID-19 funding allocations in order to ensure transparency in the use of public funds and compliance with the audit framework, the Scottish Government has not recovered and has no plans to recover any COVID-19 related funding from local authorities.

Scottish universities are autonomous institutions and as such are responsible for their own entry requirements and admissions policies. As independent institutions, it is vital universities continue to develop their own mitigating strategies to minimise negative impacts on their short, medium and long-term financial sustainability.

The Scottish Government along with the Scottish Funding Council continue to explore options in conjunction with the university and colleges sectors, to ensure institutions across the whole tertiary sector are sustainable in the longer-term. We currently have record numbers of enrolments and full-time first degree entrants from Scotland, International students and those from other parts of the UK are not eligible to access funded places.

To further support universities we have increased higher education resource funding by £20 million in cash terms as part of the 2023-24 Budget. This ensures that our universities continue to deliver a high standard of education for all students against the backdrop of the cost-of-living crisis.

The Scottish Government welcomes the contribution that international students make to our society, culture and economy. International students add to the diversity of our communities, enrich the learning experience and support local businesses and jobs.

Data published on 19 January 2023 by the Higher Education Statistics Agency shows record numbers of non-EU international students (65,300), and we welcome that these numbers are diversifying with noticeable increases in students from India, Nigeria and Pakistan.
