To ask the Scottish Government what the projected passenger fare revenues will be in each year of the 2016 to 2024 contract for Clyde and Hebrides Ferry Services and whether bidders for the contract will be entitled to revenue support from the Scottish Government under specified circumstances.

To ask the Scottish Government whether it will publish the advice on which it based the decision to put out to tender an eight-year contract for Clyde and Hebrides Ferry Services from October 2016.
Answer
The decision was taken after consideration of the European Commission guidelines (2014) on the interpretation of Council Regulation 3577/92 applying the principles of freedom to provide services to maritime transport within members states (marine cabotage) and discussion with potential bidders to ensure the best ferry services for those that use the Clyde and Hebrides network.

To ask the Scottish Government what action it takes to ensure that, when (a) it and (b) its regulated public bodies operate on a per-capita funding basis, the challenges of geography are taken into consideration so that this does have not a negative impact on remote or rural areas.
Answer
The allocation of resources is driven by the ‘Purpose of the Scottish Government’: to create a more successful country, with opportunities for all of Scotland to flourish through increasing sustainable economic growth.
Any regional allocation of central Scottish Government resources, such as to health boards and local authorities, is typically managed through objective formula incorporating indicators such as population, deprivation, rurality and remoteness so that no geographic areas are systematically disadvantaged.
It is for individual agencies, in collaboration with their community planning partners, to determine the appropriate regional distribution of the resources under their control.

To ask the Scottish Government when it will issue the invitation to tender (ITT) for the 2016 to 2024 contract for Clyde and Hebrides Ferry Services and whether it will consult potential bidders on the contractual specifications prior to publication of the ITT.
Answer
The ITT is due to issue in June 2015. The publication of the contract notice, prospectus and pre-qualification questionnaire on 17 February 2015 means that we are now constrained in the discussions we can have with bidders. Consequently, we will not consult bidders on the contractual specifications until the ITT is issued.

To ask the Scottish Government when it plans to start the competitive procedure with negotiation procurement process with bidders for the 2016 to 2024 contract for Clyde and Hebrides Ferry Services and to what extent this process will inform (a) passenger service, (b) employment and (c) pension specifications in the invitation to tender for this contract.
Answer
The answer to question S4W-24448 on 17 February 2015 announced the start of the Clyde and Hebrides Ferry Services procurement process. The invitation to tender is due to issue in June 2015. This will confirm the specification for services being tendered and will include employment and pensions specifications and conditions to the extent legally permissible. This part of the specification will not be negotiable under the competitive procedure with negotiation procurement process.

To ask the Scottish Government whether it will provide a breakdown of the estimated value of the contract for provision of Clyde and Hebrides Ferry Services from 2016 to 2024 in terms of (a) contract payments, (b) vessel and infrastructure investment, (c) implementing the Road Equivalent Tariff and (d) total annual public subsidy.
Answer
Information on contract payments, vessel and infrastructure investment, and annual public subsidy will form part of tender submissions and considerations. In order not to prejudice bids, this information is considered commercially sensitive until the procurement process is complete.
As indicated in my response to S4W-23297 on 3 December 2014, when the Road Equivalent Tariff (RET) scheme is rolled out to the entire Clyde and Hebrides network, the estimated total annual cost will be between £13.4 million and £15.2 million.

Future spending on vessels and infrastructure for 2016–24 will be subject to the outcome of future spending reviews. Scottish Ministers have already ordered a third hybrid vessel which is currently under construction at a cost of £12.8 million. In addition, CMAL have tendered for the procurement of two new 100 metre vessels. Ministers have also given a commitment for the redevelopment of Brodick harbour at an estimated cost of £18 million. The redevelopment work will start in May 2015.

To ask the Scottish Government what the deadline is for bidders for the 2016 to 2024 contract for Clyde and Hebrides Ferry Services to submit their proposals for meeting passenger service obligations.
Answer
The current timeline anticipates bidders submitting initial tenders by the end of July 2015. These tenders will include proposals for passenger service obligations. Following the negotiating procedure on non-mandatory elements of the tender specification, final tenders are anticipated to be submitted by the end of January 2016.

The total annual value of the Clyde and Hebrides ferry service contract is as follows:
