To ask the Scottish Government whether it will provide an update on the review of the Environmental Co-operation Action Fund.

Significant efforts have been made in recent months to revise and redevelop the Environmental Co-operation Action Fund to make it compliant with EU audit requirements. However, to do so would add too much complexity for applicants and would alter the original scope of the scheme, reducing the overall benefits that any successful projects would bring. In consultation with the Cabinet Secretary for the Environment, Climate Change and Land Reform, I have therefore determined that we will be unable to re-launch the Fund later this year. Instead, we will seek to deliver similar objectives through enhancements to other existing programmes.

Funding opportunities to support the facilitation and delivery of landscape-scale environmental management and collaborative approaches are available through the Agri-Environment and Climate Scheme, Forestry Grant Scheme, Knowledge Transfer and Innovation Fund (KTIF),LEADER, Peatland ACTION and the Water Environment Fund (WEF). Enhancements are being developed for the Agri-Environment and Climate Scheme to further support collaborative or landscape-scale applications.

Decisions about the reallocation of the funding for ECAF will be taken as part of future budget rounds. I am aware this will be disappointing to stakeholders and especially, potential applicants. Arrangements are in place to engage with them to ensure they are aware of other existing funding opportunities and of enhancements to existing schemes. Every effort will be made to support appropriate applications to ensure that we are able to fund future projects that meet similar objectives.

To ask the Scottish Government what assurances it has received from the UK Government on maintaining the low voltage directive and electrical equipment safety regulations following Brexit, in light of the impact on people in Scotland.

The intention of the UK Government’s EU (Withdrawal) Bill (introduced to the House of Commons 13 July 2017) is to convert existing EU legislation into domestic law. While the Scottish Government accepts that preparations should be made for withdrawal from the EU, including preserving a functioning legal system, for the reasons set out in our Legislative Consent Memorandum (lodged on 12 September 2017: http://www.parliament.scot/S5ChamberOffice/SPLCM-S05-10-2017.pdf) we cannot recommend the Parliament consents to the Bill in its current form.

The Scottish Government is clear that it will not accept a position where people in Scotland have inferior rights and protections compared to those in other EU countries. The Scottish Government has set out why the best way of securing those rights and protections is for the UK to continue membership of the EU Single Market and Customs Union.

To ask the Scottish Government what recent discussions it has had with the UK Government regarding improvements to the product recall system for faulty electrical products.
