To ask the Scottish Government what help and support it offers showpeople to establish showpeople sites across Scotland.
Answer
The Scottish Government values the contribution showpeople make to our cultural and community life. Scottish planning policy recognises that the needs of travelling showpeople for appropriate sites should be evidenced through the housing need and demand assessment, and then addressed through the local authority’s local housing strategy and development plan. Decisions on the provision of suitable sites is for local authorities to determine.

To ask the Scottish Government what action it is taking to encourage active waste recycling.
Answer
Scotland has created a common framework for recycling with the Household Recycling Charter. 26 Councils have now signed the Charter, which along with its supporting code of practice is designed to make it easier for people to recycle and help simplify messages about recycling to the public. Along with partners, the Scottish Government is also taking forward a number of actions to encourage active waste recycling, including:
- Zero Waste Scotland promotes Pass it on Week to encourage re-use and recycling. The latest week took place between 10-18 March 2018.
- Funded through the Resource Efficient Circular Economy Accelerator Programme Fund, Zero Waste Town projects are designed to support residents and businesses work together to reduce overall waste, increase recycling and use resources more efficiently. Perth, Leith and central Edinburgh were announced as the latest projects in November 2017, each receiving a share of nearly £900,000 in funding, which includes support from the European Regional Development Fund.
- Enforcement : SEPA, in partnership with local authorities, undertakes enforcement work to ensure that businesses comply with their duty to recycle. Training and advice are offered where needed.
- Food Waste Recycling : Between 2011 and 2016, over £20 million has been provided to assist local authorities with rolling out food waste collections, and 80% of households in Scotland now have a food waste collection service. Local authorities, with help from Zero Waste Scotland, continue to encourage people in their areas to use these services through marketing and direct engagement.
