To ask the Scottish Executive how the £25 million funding to tackle youth unemployment that it announced on 9 May 2012 will be allocated and whether this will be before its youth employment strategy is (a) finalised or (b) published.
Answer
The Scottish Government is considering how best to use the £25 million to support youth employment announced by the Cabinet Secretary for Infrastructure and Capital Investment on 9 May. Proposals for allocating the funds will be agreed after the publication of the finalised Youth Employment Strategy. Proposals need to be approved by the ESF/ERDF Lowlands and Uplands Programme Monitoring Committee.

To ask the Scottish Executive what meetings of the regional action forums on youth employment (a) have been held and (b) are planned, broken down by (i) date and (ii) location.
Answer
The first Action Forum on Youth Employment took place on 22 May in East Kilbride, Lanarkshire. The next event will be held in Glasgow on 12 June and preparations are under way for an action forum in Edinburgh on 26 June. Other events around the country will be announced in due course.

To ask the Scottish Executive whether it will receive Barnett consequentials arising from the UK Government's announced £82 million in available support for young entrepreneurs in England and, if so, how it will allocate it.
Answer
The £10 million pilot study for the fund will apply to England only and is being funded from within current Department for Business, Innovation and Skills (BIS) baselines. Thereafter, depending on the success of the pilot, the rest of the £82 million will be rolled out over 2013-14 and 2014-15. Should any additional funding be provided by HM Treasury to BIS for the rollout, Barnett consequentials would be made available to the Scottish Government.

Answer
No Scottish Government ministers, special advisers or officials were involved in the development of Scottish Enterprise’s Yes to Growth campaign. As with other such campaigns, once it was fully developed and ready to implement, Scottish Enterprise provided officials with details of the campaign, including its aims and planned launch date.

To ask the Scottish Executive what companies were involved in the development of the Scottish Enterprise Yes to Growth campaign and what other Scottish Government contracts they hold.
Answer
Three companies were involved in the development of Scottish Enterprise’s Yes to Growth campaign. The companies were:
The Union Advertising Agency Limited;
Dog Digital Limited, and
Carat.
All three companies are included on lists of suppliers under Scottish Government framework contracts for the provision of services. As such they are regularly involved in the provision of services to the Scottish Government and other public bodies.

To ask the Scottish Executive, further to the answer to question S4W-05889 by Aileen Campbell on 6 March 2012, what the timetable is for the introduction of the proposed Rights of Children and Young People Bill.
Answer
As we announced on 11 May, the Scottish Government will deliver children’s rights as part of a single integrated Children and Young People Bill that will also include measures to improve children’s services, rather than in separate legislation. The integrated Children and Young People Bill will be introduced to Parliament in 2013. The consultation on proposals for this legislation will be published in the coming months.

To ask the Scottish Executive what plans it has to promote knowledge and understanding of the UN Convention on the Rights of the Child among ministers and officials, in light of the proposed Rights of Children and Young People Bill.
