To ask the Scottish Executive what the total cost was of sending St Andrew’s Day packs to schools and universities across Scotland, including Saltire flags, booklets and postage, and under which budget heading the cost is covered.
Answer
The total cost for sending out an A5 flyer and merchandise to pre-schools, schools and universities was £10,483.48. The pre-school and school flyers were met from the Schools Directorate Communications budget. The postage for Universities was met from Lifelong Learning budget. The Saltire flags for pre-schools and universities plus the pens, bookmarks and This is Scotland book for universities were met from the International Projects Budget.
Saltire flags were not sent to schools this year as they were included in the St Andrew''s Day packs sent to schools last year. There are approximately 2,800 schools in Scotland.

To ask the Scottish Executive what discussions it had with the Foreign and Commonwealth Office before appointing Robin Naysmith as the Scottish Government Counsellor in North America.
Answer
The grading of the Scottish Government’s representation in North America and the decision about who to appoint to the post arematters exclusively for the Permanent Secretary. The Foreign and Commonwealth Officewas informed about the intention to widen the duties of the post and to upgradeit in advance of the announcement.

To ask the Scottish Executive in which country the flags included in the St Andrew’s Day packs sent to schools and universities were manufactured.
Answer
Flags are sourced from a variety of manufacturers in Scotland, the UK and overseas markets. The buying decision is made on quality, price and required delivery time. The flags used with the leaflet sent to pre-schools and Student Unions were sourced from Taiwan. In 2006 there was a larger distribution of Saltire flags, as part of a pack sent to all schools in Scotland. The same supplier arrangements were in place.

St Andrew’s Daywill be a great opportunity to celebrate Scotland’s culture, history and talents. Our programme for St Andrew’s Dayinvolves events across all of Scotland's six cities, and Scottish Governmentevents in Edinburgh, Brussels, Washington and Beijing. Scottish Government employees have been given the option of swappingan existing holiday for a half day holiday on St Andrew’s Day and we areworking with organisations across Scotland to raise theprofile of our national day. To ask the Scottish Executive what requests it has received in the last three years to provide financial assistance to hospices and what responses it has given in each case.
Answer
We are not awareof any such requests. Guidance on funding arrangements for hospices is providedin HDL (2003)18 which indicates that hospices will receive funding fromthe relevant NHS board in respect of 50% of agreed running costs. This figurewas reached with the agreement of the Scottish Hospices Forum and was set at50% so as not to compromise the essential independence of individual hospices.

To ask the Scottish Executive which college and university developments will be supported by the funds released by HM Treasury, as announced by the Cabinet Secretary for Education and Lifelong Learning on 26 October 2007.
Answer
The allocation offunding to individual colleges and universities is a matter for the Scottish FundingCouncil. They have advised that of the £100 million allocated, £40 million willbe distributed on a formula basis to the university sector and £60 million on aproject and formula basis to the college sector.
In the college sector,the additional funding will help support specific major college projects which havebeen approved by council (and are in progress), including those at Anniesland, Langsideand Motherwell colleges. £20 million has been allocated formulaically to all colleges.
The formulaic allocationof £40 million additional funding to higher education institutions (HEIs) in 2007-08will release resources in future years to support potential large scale HEI capitalprojects such as campus redevelopment at Glasgow School of Art and the University of Paisley’s Ayrcampus. These projects and others are still at the planning stage and are subjectto Scottish Funding Council support for final plans.
