To ask the Scottish Executive what estimate has been made of the average time for Caledonian MacBrayne to source new-build vessels from tender to delivery.
Answer
The time taken tosource new ferries from tender to delivery is dependent on a number of factorsincluding size of vessel, individual and collective pressures on shipyardcapacity, demand in the world shipping market and the availability of keycomponents. The time taken from the issue of tender invitations to delivery, for the ferry recently ordered for the Islay route is some four years.

To ask the Scottish Executive what plans it has to support healthy living centres and what additional funding it will provide for their support when existing lottery funding ends.
Answer
Community health initiatives, such as healthy living centres, can play a vital role in complementing public services, through effective approaches to improving people’s health in hard-to-reach communities. The Scottish Government provides funding to health boards and local government tosupport local services. It is then a matter for boards and local authorities todetermine their local priorities.
The Cabinet Secretaryfor Health and Wellbeing wrote to the chairs of the territorial health boards on25 November 2007 asking them to consider the importance ofcommunity health initiatives in their area and what support can be offered to ensurethat valued activities for health improvement in the community are not lost.
The Scottish Governmentis currently implementing the December 2006 recommendations from the Community-ledSupporting and Developing Healthy Communities Task Group. This will deliver a rangeof measures designed to improve access for community-led and voluntary bodies toskills and advice to enable them to improve delivery of services, to demonstrateeffectiveness in improving health and to work better with funders in meeting theneeds of the communities served. Tailored local support will bring funders and serviceproviders together to enable better joint working in the future.

To ask the Scottish Executive what legal advice was sought prior to deciding not to consult the public on the Abolition of Bridge Tolls (Scotland) Bill.
Answer
The issue of consultationwas considered. However, the Scottish Government considered that the abolition of the bridge tolls was a clear manifesto commitment; had been debated in Parliamenton several occasions; had been discussed widely in previous consultation, and theviews of a wide range of stakeholders had been heard. The Scottish Government concludedthat further consultation would not add materially to the extensive data available.
