To ask the Scottish Executive when it will fulfil its commitments in Homes Fit for the 21st Century: The Scottish Government’s Strategy and Action Plan for Housing in the Next Decade: 2011-2020 to (a) introduce a further regulated standard for energy efficiency in social housing and (b) publish a strategy for sustainable housing.

Our draft Sustainable Housing Strategy, Homes that Don’t Cost the Earth, is published today for public consultation. The strategy will set out our vision for warm, high quality, affordable, low carbon homes and a housing sector that will help to establish a successful low carbon economy across Scotland. It will include further information on our proposals for a National Retrofit Programme to refurbish existing homes to make them more energy efficient. This programme will prioritise fuel poor areas while maximising the energy efficiency measures and funding opportunities available to all. I have also published proposals for consultation on a new Energy Efficiency Standard for Social Housing that builds on and goes beyond the energy efficiency element of the Scottish Housing Quality Standard. Taken together, the proposals in these consultation documents will help to achieve the step change in provision of energy efficient housing we promised in the Infrastructure Investment Plan and help us meet the challenging targets on fuel poverty and emissions set by the Scottish Parliament.

To ask the Scottish Executive what funds are available to support community-led regeneration.

I am pleased to announce the launch of the People and Communities Fund. This fund forms a key part of Achieving a Sustainable Future, our regeneration strategy, and will provide at least £6 million per annum for the next three years to support Registered Social Landlords and other community anchor organisations to make a real difference in some of Scotland’s most deprived communities.

Community-led regeneration is an integral part of our regeneration strategy and this fund will help communities to deliver the local changes that they want to see.

To ask the Scottish Executive what progress it has made in developing successor arrangements to community care grants and crisis loans for living expenses.

The Scottish Government published the analysis of responses to the public consultation on successor arrangements and community care grants and crisis loans for living expenses on 27 February. We have been working with stakeholders to develop options for a successor scheme and have agreed with local authority leaders that we will work with local government to have a scheme in place for April 2013, which will be subject to review.
