To ask the Scottish Government how many reports there have been of lost blood samples in NHS hospitals in each of the last 10 years, broken down by NHS board.
Answer
Where data is available, the following table indicates the recorded instances of lost blood samples in NHS hospitals in each of the last 10 years, broken down by NHS board. Nine boards do not routinely collect this information. Given that incident monitoring systems differ widely between boards and within different areas of practice, the figures presented are only indicative.

To ask the Scottish Executive what responsibility (a) local authorities and (b) housing associations have for re-housing tenants who receive a repossession order.
Answer
Tenants in this circumstance can apply to a local authority under homelessness legislation. The local authority will determine whether or not they are homeless or threatened with homelessness, in priority need and if they are unintentionally homeless. If this is the case then the household will have the right to settled accommodation. From 31 December 2012 all unintentionally homeless households will have the right to settled accommodation.
If they are intentionally homeless, the household will be entitled to temporary accommodation and advice and assistance. The local authority may also have continuing duties to children and young people under the terms of the Children (Scotland) Act 1995.
More broadly, all registered social landlords must allow anyone aged 16 or over to apply for housing. A local authority or a housing association will then decide on their priority for housing.

To ask the Scottish Executive whether a property must have a completion certificate for all works carried out on the property.
Answer
No. Only work that requires a building warrant must have a completion certificate. Generally, a building warrant is required to erect a new building, to alter or extend an existing building or to convert or demolish a building.

To ask the Scottish Executive how many additional insulin pumps will be provided to adults in 2012-13, broken down by NHS board.
Answer
The Chief Executive Letter issued on 27 February 2012 made it clear that we expect the number of insulin pumps for both adults and children to triple over the next three years.
We have provided £2.5 million worth of funding to purchase insulin pumps and the associated consumables to support NHS boards in achieving this commitment.
We will be closely tracking the progress that boards make in increasing insulin pump provision throughout Scotland and the results will be published in the annual Scottish Diabetes Survey.

To ask the Scottish Executive what targets it expects Registers of Scotland to achieve in 2012-13.
Answer
Scottish Ministers have set the Keeper of the Registers of Scotland the financial targets of achieving:
3% increasing cash-releasing efficiency savings;
5% reduction in headcount, and
5% increase in commercial income.
In addition, the Keeper has set the following registration performance targets, which ministers endorse:
Where it is in the Keeper’s power and is legally appropriate to: |
1. | Complete the registration of Sasine writs within an upper limit of 40 days. 80% will be completed within 20 days. |
2. | Complete the registration of Dealings with Whole carried out as ARTL transactions within 24 hours. |
3. | Complete the registration of Dealings with Whole that are not carried out as ARTL transactions and standard First Registrations within an upper limit of 120 days. 80% will be completed within 60 days. |
4. | Record all applications for registration on the application record within one working day. (Entrance on the application record safeguards the rights of applicants until the registration application is determined.) |
5. | Complete pre-30 September 2012 First Registration casework by 31 March 2013. (This excludes Voluntary Registrations for which individual timescales will be agreed.) |
6. | Complete pre-31 December 2012 Transfer of Part casework by 30 September 2013. (This excludes those Registrations for which no detail has yet been published by the Ordnance Survey.) |
7. | Complete 98.5% or more of registrations, over a 12-month rolling period, without corrective action. |
