To ask the Scottish Executive what regulations and guidance govern the promotion by Scottish Enterprise of individual broadband telecommunications service providers to businesses at a national and local level.
Answer
The Scottish Executive’s Broadband Strategy for Scotland, implemented by Scottish Enterprise and Highlands andIslands Enterprise, is both supplier and technology neutral. These enterpriseagencies operate within State aid and de minimis aid regulations in allbroadband promotional activities.

To ask the Scottish Executive whether adequate supplies of the influen'a vaccine are available for all patients who require the vaccination.
Answer
Based on liaison with NHS boardsand vaccine manufacturers, the Executive is confident that there is, at present,no mismatch between demand for and supplies of influenza vaccine, and thatfurther stocks are readily available, if required.

To ask the Scottish Executive what additional resources have been provided to local authorities to allow them to implement the direct payments scheme in the Community Care and Health (Scotland) Act 2002.
Answer
The Community Care andHealth (Scotland) Act 2002 requires local authorities to offer eligible people directpayments to purchase their own services as an alternative to providing theseservices for them. Their cost is therefore expected to be met from withinexisting resources.

To ask the Scottish Executive what progress has been made on developing a national strategy to tackle issues associated with seagulls in urban settings, as undertaken by the Deputy Minister for Environment and Rural Development during the Members' Business debate in the Parliament on 7 November 2002 (Official Report, c15170); what the timetable is for the finalisation of such a strategy, and whether local authorities will be consulted during the strategy's formulation.
Answer
During the Member's Businessdebate, I agreed to the proposition that the Scottish Executive develop best practiceguidance on how to tackle the problems associated with seagulls, as proposed byDavid Mundell. As a result, my officials have already met with a number of Directorsof Environmental Health from local authorities, including East Ayrshire Councilto discuss their current methods of dealing with this issue.
In addition to considering localauthority best practice measures to contain the gull population, we are exploringpotential research opportunities to assist in developing a range of solutions. Itis intended that the research will be completed in 2004.

To ask the Scottish Executive what progress it is making on the strategic roads review and whether it will provide an indicative list of projects in the Ayrshire area being considered for inclusion.
Answer
We are committed in thePartnership Agreement to beginning, by 2007, a strategic projects review whichwill examine all transport modes. It is too early to say which particularprojects will be considered in the review.
