To ask the Scottish Executive how much new money will be allocated to the warm homes fund referred to by the First Minister on 26 May 2011 (Official Report, c. 70) in relation to that allocated to similar schemes in the 2011-12 budget.
Answer
£50 million will be invested in our new Warm Homes Fund. The timing of expenditure on the Warm Homes Fund within the lifetime of the Parliament is a matter for the Spending Review, which will report in autumn 2011.

To ask the Scottish Executive whether the eligibility criteria for access to the warm homes fund referred to by the First Minister on 26 May 2011 (Official Report, c.70) will differ from those for other such schemes.
Answer
The Warm Homes Fund will deliver renewable energy and energy-efficient homes in those communities worse affected by fuel poverty. We will open the fund to community groups and housing associations to take forward schemes. The operational details of the fund are being worked on and will be announced in due course.

To ask the Scottish Executive what its position is on the need for greater transparency in the non-domestic rates revaluation process.
Answer
The Scottish Government has already invited business organisations to contribute their views on the 2010 revaluation to inform its consideration in preparation for the next scheduled revaluation in 2015. Each revaluation is considered on its own merits, including the impact on specific sectors and the case for any transitional relief.

To ask the Scottish Executive, with reference to the comment by the Minister for Energy, Enterprise and Tourism on 1 June 2011 (Official Report, c. 219) that “business rates are…undoubtedly a large burden for many businesses, and I would be astonished if we did not consider that matter in detail in this session”, when the matter will be considered.

To ask the Scottish Executive what discussions it has had with the Scottish Assessors regarding their handling of the appeals process for non-domestic rates.
Answer
The valuation appeals process is led by the Valuation Appeals Committees and in certain cases the Lands Tribunal and Court of Session. The administration and operation of the Valuation Appeal Committees is the responsibility of the committee.
