To ask the Scottish Government what criteria or points systems are used regarding the distribution of the CashBack for Communities scheme funds.

Since the inception of the hugely successful CashBack for Communities Programme in 2007, over £50 million recovered from proceeds of crime has been invested or fully committed in the Programme to directly benefit over 600,000 young people and generating over 11,000 young person volunteers who are now putting something back into their communities.

CashBack for Communities delivers a wide range of projects through Scotland’s leading sporting, arts, business, community and youth associations to support a wide range of youth work, sporting, cultural, educational, and mentoring activities and projects and community sporting facilities that benefit young people between the ages of 10 and 25, and their communities throughout every local authority area in Scotland.

The key factors that we take into account are that projects must deliver outcomes that build better, safer, healthier communities, improve facilities and run projects that simply would not have existed otherwise. That gives our young people positive, purposeful and constructive opportunities to contribute to Scottish society.

They key criteria for CashBack activities are that they should be:

Positive - broadly defined as wholesome, healthy, fun, active, engaging etc;

Open to all - accessible, well-advertised, free of charge, of interest to all ages, to both boys and girls, ethnic minorities and young people with disabilities;

Developmental - changing behaviours and attitudes; developing personal and physical skills; and

Sustainable - providing medium and long term benefits, as well as short term benefits, and linking into mainstream funding.

To ask the Scottish Government whether it will provide a breakdown by (a) funding amount and (b) status of the (i) housing, (ii) transport and regeneration, (iii) further and higher education, (iv) economic development, (v) health maintenance, (vi) maintenance of the justice system estate, (vii) forestry, national parks and tourism and (viii) culture and heritage projects that have received funding from the £205 million announced in the news release of 19 December 2012, Swinney delivers on jobs and growth.

2. Project management arrangements are being finalised with Tarbert Harbour Authority. The exact level of funding for Tarbert harbour will depend on the conclusion of discussions between the Tarbert (Loch Fyne) Harbour Authority and the Grant Management Group which advises Scottish Ministers on pier and harbour investments. A Scottish Transport Appraisal Guidance based study considering long term options for ferry provision at Kerrera has recently reported. It was considered best practice to wait for that report before progressing infrastructure works relating to Kerrera.

3. Condition deteriorated and tender had to be revised and updated. The works are now out to tender and due back end of May. On-site activity is to commence in July 2013 with completion by end of September 2013.

4. Projects are listed separately but have been combined for delivery purposes.

5. Some project slippage with some spend now in 2013-14.

6. Project delayed to 2013-14 due to issues arising whilst agreeing full terms of loan and securities

7. Necessary consultancy work undertaken. Funding enabled the commencement of negotiations in respect of the purchase of land in Dalmarnock, Glasgow to facilitate a community hub. Negotiations are still on-going.

To ask the Scottish Government whether it will provide a breakdown by local authority of the £46 million in funding to support capital projects announced in its news release of 19 December 2012, Swinney delivers on jobs and growth.

The £46 million additional capital funding provided to local authorities was made up of £1.3 million in 2012-13 and £44.9 million in 2013-14. The distribution of these sums to local authorities which was agreed with COSLA, was set out and published in the Local Government Finance Circular 1/2013 dated 7 February 2013 at Annexes J and K respectively.
