To ask the Scottish Executive what analysis it has made of the consequences of the Scottish Government assuming responsibility for social security and pensions, as outlined in Choosing Scotland¿s Future: a National Conversation, and whether it will publish such analysis.
Answer
The government believesthat devolution could be extended to a range of areas which could bring Scotland the benefits and flexibility discussed in the whitepaper.
The nationalconversation will allow the people to express their views on areas for furtherdevolution, and the government will consider these as the conversationprogresses.

To ask the Scottish Executive what steps it is taking to expand and build on the youth panels set up through the Big Lottery Fund.
Answer
The youth panels establishedto take important funding decisions for the Big Lottery Fund’s Young People’s Fundhave been a great success.
Indeed, the Parliamenthas already congratulated the Big Lottery Fund on setting up the local panels ofyoung people across Scotland and making real its commitment to involveyoung people at all stages of the Young People’s Fund.
To ensure this momentumis not lost, Big Lottery Fund officials have been in discussion with Scottish Governmentofficials about the panels. In addition, young people’s experience of participationin the Young People’s Fund has already been utilised in the distribution of fundsattached to the Youth Work Strategy.
The Scottish Governmentwill be looking closely at the issue of young people’s participation and engagementand will seek to build on the success of the Young People’s Fund.

ProjectScotlandis a company limited by guarantee and registered as a charity whose aims andobjectives are to promote the welfare and relieve the needs of the populationin Scotland by encouraging and assisting young peopleto provide their skills and services voluntarily to charitable organisations. Fullinformation about the work of Project Scotland isavailable from its chief executive at 49 Melville Street, Edinburgh, EH3 7HL.
We provide grantto Project Scotland of £6.5 million in 2007-08. Decisions onfuture funding will be made in the context of the spending review.

To ask the Scottish Executive whether it plans to develop more drug treatment services on a holistic social care rather than medical model.
Answer
The quality of provisionexpected from all services treating people with drug or alcohol problems is setout in the National Quality Standards for Substance Misuse Services.These standards include careful assessment and an individual personal plan withregular review. The standards state that an individual’s assessed needs should bemet, even if a particular service cannot provide them, by seeking a referral toa service designed to meet those specific needs.

To ask the Scottish Executive what action it is taking to increase the rates of uptake of cancer screening in the Greater Glasgow area.
Answer
The uptake of screeningin the Greater Glasgow area is a matter for NHS Greater Glasgow and Clyde. However, the National Advisory Group on Breast and CervicalScreening are monitoring the decline in uptake rates for cervical screening andwill provide advice as to what might be done nationally in support of local actionto reverse the decline.
