To ask the Scottish Executive what targets have been set under the Home Energy Conservation Act 1995 for each individual local authority.
Answer
Local authorities were asked to set challenging but achievable targets for improving home energy efficiency over 10-15 years from April 1997. They have set their own targets accordingly, but these may change over time.

To ask the Scottish Executive what action it is taking to support the introduction of light rapid transit systems in Glasgow and Edinburgh.
Answer
The development of local transport initiatives, such as light rapid transit systems is the responsibility of the relevant local authority, or in the case of the Strathclyde area, the Strathclyde Passenger Transport Authority. However,l public transport proposals such as these may be also eligible for financial support from the Scottish Executive's Public Transport Fund or the Integrated Transport Fund.City of Edinburgh Council was awarded £6.5 million by the Scottish Executive in October last year to develop proposals for a North Edinburgh light rapid transit system.

To ask the Scottish Executive, further to the answer to question S1W-17591 by Susan Deacon on 6 September 2001, what budget has been allocated to the Scottish Medicines Consortium and what the source of funding is for that budget.
Answer
The work of the Scottish Medicines Consortium will be funded through support from the Health Technology Board for Scotland and through drawing on the expertise and skills of Scotland's network of local Area Drug and Therapeutic Committees.

Answer
Two meetings to agree how a Scottish Medicines Consortium should operate have taken place. A list of the members of the consortium will be placed in the Parliament's Reference Centre if they are agreed at a meeting to be held on 8 January 2002.

To ask the First Minister what plans it has to assess the impact on its policy on fuel poverty resulting from the proposal by the Office of Gas and Electricity Markets to remove price controls from the electricity market.
Answer
The effect on the number of fuel poor households will be monitored. I understand that the recent announcement by Ofgem is intended to introduce greater competition in the provision of domestic electricity in Scotland. As such it is welcomed. Our policy of taking households out of fuel poverty, as far as reasonable and practicable, remains unchanged.

To ask the Scottish Executive what action it intends to take before May 2003 to relocate more public sector jobs to Glasgow.
Answer
I refer the member to the answer given to question S1W-19681 on 19 November 2001. No specific areas of Scotland are targeted, and none are ruled out when office relocations are considered. Glasgow will continue to be considered as a potential relocation site.

To ask the Scottish Executive what targets have been set for local authorities in respect of their library book provision.
Answer
Statutory responsibility for local libraries lies solely with local authorities. In Scotland, standards for public library services were introduced by COSLA in 1986 and revised in 1995. Under these standards the target for the lending of adult books is 280 items per thousand population, and for children's books 100 items per thousand population.

To ask the Scottish Executive what action it is taking to encourage more use of public library facilities.
Answer
Statutory responsibility for local libraries lies solely with local authorities. The Executive is funding the Scottish Library and Information Council with £110,000 in 2001-02. £11.5 million is available through the New Opportunities Fund for the Public Library Network to link all public libraries to the internet.
