To ask the Scottish Executive, with regard to its news release SE5173/2002 of 16 January 2002, whether the #10,000 threshold on annual income for the charitable relief scheme under the Water Industry (Scotland) Bill will apply to the income of the organisation as a whole or to income derived from the premises for which relief is sought.
Answer
News release SE5341/2002 of 13 February 2002, available on the Scottish Executive website, announced a revised income threshold of £50,000 per annum for the exemption scheme for charitable organisations currently receiving reliefs on their water charges. The income referred to will be that of the organisation liable for the water charges for the relevant premises. The Executive recognises that clear guidance will be required on the definition of income and will consult interested parties to ensure that this is provided.

To ask the Scottish Executive what plans it has to establish a national strategy for asthma and what steps it is taking to train more asthma nurse specialists.
Answer
The Executive has no plans for a national strategy for asthma. I have, however, arranged to meet representatives of the National Asthma Campaign Scotland, the British Lung Foundation and Chest, Heart and Stroke Scotland to discuss services for people with asthma and other respiratory conditions. Specialist training for nurses in asthma is available in Scotland, for example, through the National Asthma and Respiratory Training Centre which provides courses based at Stirling Management Centre. It is the responsibility of the NHS trusts to identify and meet their respective training needs for staff.

To ask the Scottish Executive what national standards are in existence which define the area of playground required in schools.
Answer
There is a requirement for every school to have, immediately adjacent to the school building, an outdoor area or areas laid out and surfaced for educational and recreational activities. The area of such space is not currently defined and will vary according to the nature and layout of particular school sites and the related buildings.

To ask the Scottish Executive what funding for the provision of library books was allocated by each local authority in each of the past five years.
Answer
The information requested is not held centrally. Statutory responsibility for local libraries lies with local authorities. It is for the local authorities themselves to determine the level of resources allocated for the library service which they provide for the residents in their area, including the provision of books.

To ask the Scottish Executive what financial support it plans to make available to NHS Greater Glasgow for the modernisation of hospitals.
Answer
NHS Greater Glasgow will be required to develop Business Cases for the implementation of the modernisation of acute hospital services in Glasgow. The resource implications and proposals for meeting them will form part of each Business Case. Decisions on meeting the resource implications will only be made after a thorough consideration of individual Business Cases.

To ask the Scottish Executive how many infection control nurses are currently employed by each NHS trust in the Greater Glasgow NHS board area, broken down by hospital.
Answer
The information required is not available centrally.Prior to 30 September 2001, a new occupation code was introduced on the Scottish Standard Payroll System to identify infection control nurses and trusts were asked to record the appropriate staff in this category. It is hoped that this data will be available in April 2002 by trust or health board.

I have asked Tony Cameron, Chief Executive of the Scottish Prison Service to respond. His response is as follows:The information requested is given in tables titled, "Receptions of young offenders into adult establishments by age, court and establishment: 1998 to 2000" and are available from the Parliament's Reference Centre (Bib. No. 18600). Figures for year 2001 are not yet available.

To ask the Scottish Executive what action it is taking to provide sufficient secure establishments for children and young people in order to avoid any necessity to use adult prisons.
Answer
There are 95 secure places in Scotland and we have over twice the proportion of children in secure accommodation as in England and three times as many as in Wales. The Secure Accommodation Advisory Group's interim report concluded that the available data did not substantiate the need for expansion. We are considering this further and I will announce our conclusions shortly. Only under extreme circumstances are young people held in adult units, for the absolute minimum time necessary for secure accommodation to be found. The number of such cases is declining (13 in 1999: 5 in 2000).
