In 2013-14, expenditure on mental health accounted for 11.82% of NHS spending.

The percentage of children exclusively breastfed at the first visit has gradually decreased from 38.6% in 2004-05 to 35.4% in 2013-14. Over the same period the percentage of children exclusively breastfed at the six to eight week review has remained broadly similar at around 27%.

No information is collected nationally about the reasons for the reduction.

Savings information has not been specifically gathered on this. Connections between Scottish Care Information stores and access for clinicians have been established as a matter of course as each clinical pathway need has been identified. The Scottish Government is about to publish a significantly refreshed version of the eHealth Strategy 2011-2017. The associated plan to deliver the aims of the strategy identifies activity that will be undertaken locally, regionally and nationally to provide more comprehensive access to information including test results.

Breastfeeding information is collected at the child health programme health visitor first visit review (which takes place at around 10 days of age) and at the six to eight week review. At these reviews, the health professional (normally a health visitor) records the type of milk the baby is fed i.e. whether the baby is fed breast milk only, fed formula milk only, or fed both breast and formula milk (mixed).

This information is not held centrally. Bed days lost data has been collected by NHS Information Services Division since 2012. It records every day delayed but cannot be broken down by reason for delay, or speciality.

The average adjusted median wait for treatment is eight weeks.

The rates from all family nurse partnership (FNP) births who were (a) breastfeeding exclusively was 5.9% and (b) breast and bottle feeding was 10.8% up to August 2014.

This is captured at six weeks’ post partum and has been extracted from the family nurse partnership Scottish information system (FNPSIS). This excludes women who were in the first cohort in Scotland as their information is not in the FNPSIS and was reported separately as part of the FNP evaluation.

As set out in our Programme for Government on 26 November 2014, delayed discharges are significantly lower than they were in 2006. But we need to do more and tackling this issue is a key priority of this government.

Since August 2014 we have invested £18 million which is being used by local partnerships to make further developments in intermediate care and other services aimed at driving down the level of delays. A further £10 million Winter Resilience Fund is also available to focus on delays over the winter months.

On 20 January 2015 we announced £100 million funding for delayed discharge over the next three financial years. Funding will go to help develop services aimed at reducing unnecessary hospital admissions and ensuring timely discharge.

It will also include a commitment to deliver on key issues such as discharging within 72 hours, and reducing unnecessary admissions.

The Scottish Government does not hold national data on the numbers of adults and young people within prison and criminal justice settings in Scotland who have mental health problems and learning difficulties.

Mental health services, and the recording of this information, transferred from the Scottish Prison Service (SPS) to the NHS in 2011 as part of the national transfer of responsibility for health care services for prisoners. Any information relating to these services in prisons should therefore be requested from each local health board.

On reception at all prisons and Polmont Young Offenders Institution, all admissions undergo a healthcare screening, followed by a medical assessment within 24 hours. Those identified with mental health issues are referred for appropriate support, including the multi-disciplinary mental health team. Additionally, on admission all prisoners are assessed as part of the Suicide Risk Management Strategy (Act 2 Care) to assess the individual’s risk of suicide or self-harm. If necessary a care plan will be formulated to meet the individual’s needs.

To support the delivery of consistent and evidence based approaches to mental health service provision within all prison settings, the National Prisoner Healthcare Network has established a subgroup to lead the development of a mental health services implementation plan for use by NHS boards. This plan includes consideration of how best to develop systems which will support a live prisoner needs assessment for mental health and learning disabilities.

In relation to learning difficulties, as noted in a previous response (S4W-22551 on 2 October 2014), the SPS recognises that Learning Difficulties and Disabilities (LDD) is a significant issue amongst the prisoner population and is committed to improving their assessment processes and provision of services for prisoners with learning difficulties. The new vision for young people in custody recognises that a high proportion of young people in custody will have learning difficulties of one form or another. To inform this, the SPS are currently testing a number of approaches including piloting a comprehensive screening tool providing a ‘red flag’ indicator across the spectrum of LDD conditions
