To ask the Scottish Executive what progress has been made in monitoring the reduction of smoking in psychiatric hospitals.
Answer
NHS Health Scotland on behalf of the Scottish Government will shortly be publishing guidance which will support and encourage a move towards smoke-free environments within mental health settings at a pace which suits the services'' particular needs and circumstances.
The guidance offers a step-by-step approach to support the process of engagement with all concerned, including staff and patients who are most directly affected and which will ultimately lead to a reduction in smoking.
NHS Health Scotland will undertake a one-off exercise which will provide a snapshot of the status of establishments at the time of the introduction of the guidance. Measures will also be put in place to review progress over time.

To ask the Scottish Executive what progress has been made in monitoring the reduction of smoking in hospital grounds.
Answer
The decision to move to a completely smoke-free environment, including hospital grounds, is a matter for individual boards to determine. It is their responsibility to ensure that their smoking policies are adhered to and monitored appropriately. I am aware that some NHS boards in their desire to be exemplars in health care have implemented smoking policies that go beyond the requirements of the national legislation. This is praiseworthy and provides a lead for others to follow.

To ask the Scottish Executive how many households received compensation during the development of the Airdrie-Bathgate line and how much was awarded.
Answer
All aspects of compensation for land and property for the Airdrie-Bathgate rail link are negotiated and paid by Network Rail under The Airdrie-Bathgate Railway and Linked Improvements Act 2007 Compensation Protocol. Details of individual compensation settlements paid under the regulated settlement are not held by Transport Scotland.

Transport Scotland is working with Event Scotland and Perth and Kinross Council to develop a transport plan for the event. The exercise will be carried out in conjunction with the Event owner, Ryder Cup Europe.

To ask the Scottish Executive whether each NHS board has an estate management plan.
Answer
Each NHS board in Scotland is currently engaged in the development of a Property and Asset Management Strategy (PAMS) which is a mandatory requirement of the Scottish Government Health Directorates
A Policy for Property and Asset Management in NHSScotland, issued under cover of CEL 35 (2010) on 27 September 2010.
Prior to the issue of CEL 35 (2010) each NHS board was required to have an agreed Property Strategy under NHS MEL(1999)44 Property Management Policy and Other Matters issued on 5 May 1999.
