To ask the Scottish Executive, further to the answers to questions S3W-6313 and S3W-6314 by Jim Mather on 11 December and 29 November 2007 respectively, what progress has been made on discussions with representatives from ofgem about proposals for the connection of Scotland’s offshore renewable generation capacity to electricity markets elsewhere in Europe.
Answer
We are progressing studies on the potential for electricity grid connections with Northern Ireland and Ireland, and across the North Sea. Discussions have taken place with officials from the now Department of Energy and Climate Change, and from Ofgem, on the scope of such work.
The First Minister wrote to Gordon Brown on 8 October to urge that subsea interconnection is included in the European Council''s forthcoming Strategic Energy Review, and we await with interest to see whether this recommendation has been accepted.

To ask the Scottish Executive whether it intends to replace the Wave and Tidal Energy Support Scheme with a new mechanism for funding research and development specifically in wave and tidal power generation and, if so, how it will do so.
Answer
The Scottish Government continues to issue grant payments to projects supported by the scheme.
We also continue to discuss with stakeholders the need for further direct support for the wave and tidal energy sector. The Forum for Renewable Energy Development in Scotland (FREDS) has agreed recently that its Marine Energy Group should be reconvened for an updated examination of the sector''s progress and requirements. The need for and shape of future grant support will be one of the issues considered by that group. This work will feed into the development of a route map for the sector, as part of our Renewable Energy Framework, which will be published early in 2009.

Answer
Successful bids for grant support under the scheme were announced in February 2007.

The scheme closed for applications in November 2006. In total, 13 applications for support were received in response to the call for bids.

To ask the Scottish Executive whether it considers that the residential unit at St Fitticks House in Aberdeen provides a useful model for assisting in the rehabilitation of ex-offenders.
Answer
The Scottish Government acknowledges the importance of suitable accommodation as one of the key factors that can reduce the likelihood of an individual re-offending. We are working closely with COSLA to ensure that at national and local level agencies work together to enhance services for offenders, including their ability to access and sustain appropriate accommodation. In some cases they will require not just a tenancy, but additional support to sustain it.
There are a range of ways to provide additional support in accommodation, including residential units like St Fittick''s House and supported tenancies. Decisions on the appropriate range of service provision in a local authority area are for the local authority concerned, working with the relevant Community Justice Authority. Annual grant of approximately £3.925 million per year is provided by the Scottish Government to Community Justice Authorities under section 27(1) of the Social Work (Scotland) Act 1968 for supported accommodation for offenders.
