Cathy Jamieson: The Scottish Executive provides ring fenced funding through Section 27 of the Social Work (Scotland) Act1968 to local authorities for the delivery of services to offenders. The followingamounts have been allocated by authorities on specific programmes for drug misusingoffenders. This funding covers programmes for those offenders subject to a conditionof drug treatment as part of a probation order, the introduction of Drug Treatmentand Testing Orders and the piloting of drug courts in Glasgow and Fife. It alsoincludes the contributory funding provided by the Executive for the piloting ofarrest referral schemes in six areas.

However, through the Executive’sNational and Regional Sports Facilities Strategy, funding of £8 million in totalhas been made available to support the development of two municipal stadia, onein Glasgow and one in Edinburgh, which will benefit rugby.

It is also expected that rugbywill benefit from the facility developments associated with other elements of theFacilities Strategy, the significant investment made through the New Opportunitiesfor PE and Sport (NOPES) programme as well as the funding available through sportscotland’sBuilding for Sport programme.

Complete data on psychiatric admissions is not available for 2002-03 or 2003-04. In 2001-02 there were 3,918 such admissions in Scotland for alcohol-related conditions; 1,458 for drug abuse and two for obesity.
