To ask the Scottish Executive when a decision will be made on how to proceed with the tendering of Caledonian MacBrayne routes and when the tendering exercise is expected to begin.
Answer
I will consider options and plan to make decisions on the way forward as soon as possible. However, the timescale will depend, in part, on consultation with the European Commission. The Executive aims to begin implementing the tendering programme in 2001 in the light of the EC's requirements.

To ask the Scottish Executive whether it has requested that the City of Edinburgh Rapid Transit scheme be implemented by a particular date, and if so, what this date was.
Answer
The original bid by the City of Edinburgh Council to the Transport Challenge Fund envisaged that the project would be operational by 2001. Subsequently, the council requested that the Transport Challenge Fund award should be re-phased to take account of delays in the project related to the preparation of a Parliamentary Order and the development of the Private Finance Initiative package. The department agreed to this request.

To ask the Scottish Executive whether there are any current targets or future targets planned in respect of (a) minimising packaging, (b) avoiding the use of ha'ardous substances and (c) the need for packaging to be reusable or recoverable; who set or will set these targets, and whether they are or will be UK-wide or Scottish.
Answer
The EC Packaging and Packaging Waste Directive (94/62/EC) requires all packaging to be minimised, the use of certain hazardous substances in packaging to be minimised and the design to be such as to permit its reuse or recovery. These elements of the Directive were transposed into UK law by The Packaging (Essential Requirements) Regulations 1998. These matters are reserved as they relate to product standards.

To ask the Scottish Executive, further to the answer to question S1W-9166 by Sarah Boyack on 13 September 2000, what projected timescale for development is contained in the detailed bid for the City of Edinburgh Rapid Transit Scheme.
Answer
The City of Edinburgh Council's original bid to the Transport Challenge Fund envisaged that the project would be operational in 2001. It is now understood from the council that, due to delays related to the preparation of a Parliamentary Order and the development of the Private Finance Initiative package, the construction phase of the project is expected to commence early next year and take two years to complete.

The Scottish Executive has provided no assistance to any organisation to obtain and maintain a direct air link between Scotland and Vienna. The Scottish Tourist Board has, however, provided some financial support towards the promotion of this service.
