To ask the Scottish Government what discussions it has had with the SFA and the SPFL on fan ownership of football clubs.
Answer
The Scottish Government believes that we need to do more to ensure there is greater fans involvement in the decision making or running of their football club. Following the amendments to the Community Empowerment Bill, discussions have taken place with both the Scottish FA and the Scottish Professional Football League and supporters organisations. We will continue this dialogue along with a range of other organisations including supporters groups.

I have asked Tony Cameron, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:The SPS Board comprises Executiveand Non-Executive Directors. Executive Directors are Civil Servants and as suchare selected in linewith the
Civil Service Commissioners’ Recruitment Code (
www.civilservicecommissioners.gov.uk).To date these have been on a permanent basis.Non-Executive Directors are appointedby Scottish ministers as per the
SPS Framework document (
www.sps.gov.uk) on various lengths of fixed-termcontracts. The primary role of the non-executive directors is to bring experienceof other sectors to the board.

To ask the Scottish Executive what the estimated security costs are for the Northern Ireland devolution summit held at St Andrews in October 2006 and who will meet these costs.
Answer
The final costs of the securityoperation in relation to the multiparty peace talks held at St Andrew’s in October2006 are estimated to be £984,000. These costs have been met by the Scottish Executive,the UK Government, and Fife Constabulary.
