To ask the Scottish Executive, further to the answer to question S1W-31272 by Mr Jim Wallace on 18 November 2002, whether it will provide details of the final costs of the petition of Scott Davidson for judicial review, broken down into (a) counsel’s fees and court costs, (b) expert witness reports and evidence, (c) the Scottish Ministers’ liability for expenses to the petitioner and (d) other expenses.

I have asked Tony Cameron,Chief Executive of the Scottish Prison Service to respond. His response is asfollows:
The costs associated withthe petition of Scott Davidson for judicial review to date, inclusive of VAT,are (a) £363,277 for counsel’s fees and court costs, (b) £250 for an expertreport and (c) £100,500 for part of the Scottish ministers’ liability for expensesto the petitioner. The remaining costs to be borne by Scottish ministers (coveringthe most recent proceedings in the action) have yet to be finalised.

We are currently developing aNational Freight Strategy for Scotland. This strategy will consider how all transport modescan be used most effectively to assist the flow of goods in, out and within Scotlandand so help grow the Scottish economy in a sustainable way, including air freight.

To ask the Scottish Executive how many (a) rapes and (b) attempted rapes have been reported to police in the city of Edinburgh in each year since 2001 and how many convictions were secured following such reports.
Answer
The available information isshown in the following tables. However, the statistics dealing with recordedcrimes and those dealing with court proceedings are not directly comparable.The former counts the number of crimes and the latter the number of persons,and clearly a person may commit or be proceeded against for more than one crime.There is also the possibility that the crime recorded by the police may bealtered in the course of judicial proceedings. Also a crime may be recorded bythe police in one year and court proceedings concluded in a subsequent year.

To ask the Scottish Executive what budgetary allocation has been made to local authorities for each of the last four years to make provision for replacement of lead piping within (a) private sector and (b) public sector households.
Answer
I have asked Angiolina Foster,Chief Executive of Communities Scotland, to respond. Her response is as follows.
Since 2003-04 grant has beenallocated to local authorities to fund improvements in private sector housing includingthe replacement of lead piping. Private Sector Housing Grant (PSHG) is unhypothecatedand it is for local authorities to decide on priorities. In 2006-07, £65 millionPSHG has been allocated to local authorities.
In terms of public sector housingit is for each local authority to make provision for improvements mainly from rentalincome.
