To ask the Scottish Executive whether it intends to alter the date of the next local authority elections to 2003 from spring 2002.

This issue was included in our post-McIntosh consultation paper and we are presently considering the responses received. The outcome of the deliberations of the renewing local democracy group will also be relevant in reaching a decision.

To ask the Scottish Executive what measures it is taking to encourage the dispersal of civil service jobs to Fife.
Answer
The Executive's policy on the location and relocation of civil service jobs remains as set out by the First Minister in his answer of 15 September 1999 (S1W-0558, Duncan McNeil MSP).
Potential locations across Scotland will be considered on a case-by-case basis consistent with our objectives of efficiency and effectiveness.

To ask the Scottish Executive whether it has any plans for the Scottish Cancer Group, or any other body within the NHSiS, to collate information on investment in cancer services on a national basis.
Answer
The Scottish Cancer Group is actively involved in the ongoing national review of the need and procurement policy for linear accelerators and is also assessing chemotherapy services nationwide and undertaking a series of projected modelling exercises to inform planning of cancer services over the next 10 to 15 years.

To ask the Scottish Executive what impact the European Convention on Human Rights will have on Fire Brigade Boards.
Answer
When the Human Rights Act 1998 comes into force in October this year, it will be possible for the actions of fire authorities, in common with those of other authorities, to be challenged in the domestic courts on the grounds that they are incompatible with the European Convention on Human Rights. We are not aware that any of the functions of fire authorities are particularly vulnerable to successful challenge. To the extent that challenges to the actions of fire authorities have to be responded to or are successful, there may be additional costs for them, but it is not possible to anticipate what these costs would be.
