To ask the Scottish Government whether it will provide an update on its engagement with Angus Council regarding the reinforced autoclaved aerated concrete (RAAC) that was discovered in local authority and privately owned homes in Monifieth.

Local authorities are responsible for determining their own approach to properties affected by RAAC to ensure the response takes account of local circumstances and there is no duty for local authorities to report to Scottish Government on their approach to RAAC. However Scottish Government engage with local authorities as required. The most recent meetings between the Scottish Government and Angus Council to discuss RAAC are as follows:

Scottish Government officials met with officers from Angus Council on 27 March 2026 to discuss their approach to RAAC in Monifeith and what options the Council are considering for both council-owned properties and owner-occupied properties affected by RAAC.
Elected members and officers from Angus Council attended the RAAC in Housing Leadership Group meeting, chaired by the former Cabinet Secretary for Housing, Mairi McAllan, on 28 January 2026. This meeting focussed upon the guidance published by the Institution of Structural Engineers to identify, assess and remediate RAAC.
The former Cabinet Secretary for Housing, Mairi McAllan, met with Dundee and Angus residents and elected members on 27 August 2025 to hear directly from people impacted by RAAC.

The former Cabinet Secretary for Housing, Mairi McAllan, invited local authorities to submit proposals for financial flexibility to support solutions for RAAC affected properties. Angus Council have not submitted any requests to date.

To ask the Scottish Government how its planned investment in housing during the period 2026 to 2032 will benefit Angus.

To ask the Scottish Government what further steps it plans to take to ensure that communities are protected from the impacts of flooding, including the communities along the Dighty Burn in South Angus and Dundee that were affected during Storm Babet in 2023.

Local authorities have responsibility for the development and delivery of flood protection schemes, and the Scottish Government provides funding to support them to do so.

Since 2009, we have provided local authorities with £42 million annually to support flood risk management, alongside an additional £150 million invested over the previous parliamentary session. We have agreed with COSLA to maintain this £42 million funding in 2026-27. As a result Dundee City and Angus Council have received £603,000 and £930,000 respectively this year which they can allocate to local priorities identified in their flood risk management plans.

We also support the Dighty Burn Restoration Project through SEPA and the Water Environment Fund. This project aims to restore ecosystems, repurpose post-industrial landscapes, build climate resilience and rejuvenate areas to bring long-term benefits to the communities and wildlife in the Northeast of Dundee.

More broadly, our manifesto and 100 day plan made a commitment to an additional £15 million to strengthen flood resilience and we are also providing £250,000 to the Scottish Flood Forum this year to help communities prepare for, respond to, and recover from flooding.

To ask the Scottish Government what action it is taking to support farmers, crofters and agricultural businesses in Angus South and throughout Scotland, in light of the reported rising input costs, pressure on farmgate prices, increased employer National Insurance contributions and concerns regarding changes to agricultural property and business property relief.
