To ask the Scottish Government how it is supporting NHS Lothian to provide local health and care services that meet anticipated population growth.
Answer
The Scottish Government is supporting NHS Lothian through sustained investment in health and social care services and through our wider programme of health and social care reform.
Through the Service Renewal Framework and the Population Health Framework, we are supporting health boards and partners to plan services for current and future population needs. Together, these frameworks support a long-term approach to delivering sustainable services by focusing on prevention and early intervention, improving access to care, strengthening community-based services and using population planning to ensure capacity is aligned with anticipated demand.
Responsibility for assessing local population needs and planning services rests with NHS boards and Integration Joint Boards who determine how best to meet the needs of their local communities.

To ask the Scottish Government whether it will provide an update on progress against its Heat in Buildings Strategy.
Answer
We have laid before Parliament today an annual progress report against our Heat in Buildings Strategy, the fifth since its publication in 2021: [https://www.gov.scot/isbn/9781807755898].
The report highlights that over 2,600 heat pumps were installed between 2025 and 2026 through the Home Energy Scotland Grant and Loan scheme – the highest since the scheme began.
We also installed over 2,500 clean heating and renewables systems through Warmer Homes Scotland, also the highest number since the scheme began.
The progress report also confirms £3.9 million of investment in heat networks through our Heat Network Fund in 2025.
