To ask the Scottish Executive whether a 34% increase in salary for an executive director of Scottish Water is consistent with Scottish Government pay guidance.
Answer
The level of remuneration packages for Scottish Water''s Directors is a matter for Scottish Water''s Board to determine within the remuneration framework agreed with the previous administration in 2006. As part of that framework annual increases in basic salary are limited to the Scottish Government''s guidance for senior public appointments. The increase referred to relates to the difference in the total remuneration package for one director between 2006-07 and 2007-08 which included a revised basic salary, annual bonus and an additional payment for acting as interim chief executive following the resignation of the former CEO in November 2007 and the appointment of the current CEO in March 2008.

To ask the Scottish Executive whether the Water Industry Commission has a role in assessing the amount set aside from the funding available to Scottish Water for the remuneration of its executive directors.
Answer
No. The Water Industry Commission determines the overall cost of delivering Ministers'' objectives for the water industry in Scotland over a regulatory period. In doing so it considers the overall staffing costs appropriate to a company of Scottish Water''s size in operating its assets and delivering its capital programme, but not the detail of employee remuneration which is for Scottish Water to determine.

To ask the Scottish Executive whether approval of the planning application put forward by Aviemore resorts hotels in the absence of a satisfactory flood risk assessment would, in the opinion of (a) the Scottish Environment Protection Agency and (b) the Chief Planner, have been in breach of the provisions of Scottish Planning Policy 7: Planning and Flooding (SPP7).
Answer
The planning application referred to was at all times a matter for the Cairngorms National Park Authority to determine. As the application was not notified to Scottish ministers it would be inappropriate to comment on the details.

To ask the Scottish Executive what meetings have taken place between the Scottish Government and the Scottish Environment Protection Agency to discuss the outcome of the Aviemore resort hotels masterplan planning application that was considered by Cairngorm National Park Authority in December 2007; who attended these meetings; when they took place, and what has happened since to clarify the process of flood risk assessment and ministerial intervention in the planning system.

There have been no meetings or subsequent discussions between the Scottish Government and SEPA on these issues.

To ask the Scottish Executive which housing associations in East and West Dunbartonshire will share in the £4.1 million to fund land purchase by housing associations for future developments, announced on 26 November 2008; how much these housing associations will receive, and on which developments the money is to be spent.

The details of the projects approved in East and West Dunbartonshire being funded from the £4.1 million announced for land purchases from the £9 million second tranche of accelerated funding announced on 26 November 2008 are as follows:
