Answer
learndirect scotland provides a freephone helpline with trained advisors to provide information and guidance on learning opportunities to improve an individual's career prospects. Searches of the database of learning opportunities, which can also be accessed on the world-wide web, can be configured by subject, highlighting online and distance learning opportunities in that subject area.

To ask the Scottish Executive how many schools were closed in each of the past five years, broken down by school name and location.
Answer
The number of schools closed in each of the past five calendar years is shown in Table 1, and the school details are listed in Table 2. The tables cover both local authority and independent schools, and include schools that have merged to form new schools and also in a small number of cases where a separate educational unit (such as a Gaelic unit) has been integrated into a school. Where a school had both a primary department and a secondary department, it has been included in both categories. The information is derived from the annual Scottish Executive Education Department school opening and closing exercise.Table 1

To ask the Scottish Executive whether it has any plans to introduce a scheme equivalent to the Small School Support Fund operated by the Department for Education and Skills.
Answer
There are significant differences in school management arrangements north and south of the Border, and the Scottish Executive does not mirror the detailed school funding arrangements which apply in England. There are currently no proposals to extend the scope of the Excellence Fund to provide for a Small Schools Fund. Authorities in Scotland have considerable flexibility in their use of resources, and are free to make their own arrangements for the support of small schools according to particular local circumstances.

Learndirect scotland, the Scottish Executive's flagship lifelong learning initiative can help people to gain the skills they need to pursue the career of their choice. Advisors on the freephone helpline can help people to identify their learning needs, and guide them towards the course and learning method that best suits them. Prospective learners can also visit the learndirect scotland website or visit a learndirect scotland learning centre. Whichever service learners select, they will have access to a database of over 70,000 learning opportunities.

To ask the Scottish Executive what plans it has to bring forward legislation equivalent to the Animal Health Bill which has been introduced in England and Wales.
Answer
I believe that changes to Animal Health Legislation will be necessary in the light of experience gained during the recent foot-and-mouth disease outbreak. However, a Scottish Bill will not be introduced before industry and other interests have been consulted fully about its possible content.

To ask the Scottish Executive what progress has been made in discussions with Her Majesty's Government on the possibility of a national top-up to the Sheep Annual Premium.
Answer
I initiated contacts with other UK ministers about a top-up payment for 2001 in the early days of the foot-and-mouth disease outbreak. The matter remains under review. The final Sheep Annual Premium rate for this year will not be known until January.

To ask the Scottish Executive what support it provides to businesses for them to translate sales and marketing material into foreign languages.
Answer
Scottish Development International, which is a joint venture between the Scottish Executive and Scottish Enterprise, delivers a Market Access Programme to companies in Scotland. The programme offers support to companies seeking to develop international business opportunities. As part of this programme, assistance is available to companies for initial foreign language interpretation and translation requirements where this is deemed appropriate.

To ask the Scottish Executive what initiatives it is supporting or is intending supporting to promote Glasgow's status as the UK's second retail city.
Answer
The Scottish Executive, through its Enterprise Network, is committed to delivering sustainable local economic development. Specifically in relation to Glasgow and the retail sector, the local enterprise company is providing support in a number of ways: infrastructure improvements, partnership working with the private sector, marketing and promotion in partnership with the City Council and Greater Glasgow and Clyde Valley Tourist Board.
