To ask the Scottish Executive what plans exist to extend the monitoring system of annual condition surveys on trunk roads to include non-trunk roads.
Answer
The Scottish Executive has no plans to extend the monitoring system of annual condition surveys on trunk roads to include non-trunk roads. Responsibility for non-trunk roads, including carrying out surveys of non-trunk roads lies with each council as the local roads authority for its area. The Scottish Executive fully supports the Society of Chief Officers of Transport in Scotland's plans to carry out a condition survey of the local road network across Scotland, which is to be launched shortly.

To ask the Scottish Executive whether the work of the Digital Scotland pathfinder projects will lead to improved broadband access for businesses in rural areas.
Answer
Aggregated procurement is a new approach to telecoms procurement and the two pathfinder projects will be the first test. The aim of the projects is to secure an affordable solution for the Public sector. By bundling demand in this way it is hoped that this will encourage more investment in infrastructure than would otherwise be the case and potentially establish a base for future wider provision of services to business and consumers.

To ask the Scottish Executive when the study into the Glasgow and Edinburgh airport rail links will be completed given that Strathclyde Passenger Transport has announced it is beginning plans for the introduction of a rail link between Glasgow city centre and Glasgow airport.

To ask the Scottish Executive when the replanting of trees will begin at the foot-and-mouth disease burial site at Birkshaw Forest, Lockerbie.
Answer
Discussions are currently taking place with Castlemilk Estate about the possibility of some limited replanting of trees at Birkshaw Forest in the current planting season. This would be a welcome development in helping return the site to its former use less than a year since the site was operational during the foot-and-mouth disease epidemic.

To ask the Scottish Executive whether plans to introduce national motorways, trunk and ring road tolls in England and Wales as published by the UK Minister for Transport, Local Government and the Regions will be extended to Scotland.

To ask the Scottish Executive, further to motion S1M-2703 as agreed by the Parliament on 7 February 2002, whether its assessment of the effect of the trunk road maintenance contracts on local roads maintenance has been completed.
Answer
In order to establish a continuing process of assessment, my officials have established a standing quarterly meeting with representatives of SCOTS (Society of Chief Officers of Transportation Scotland). They have received information on initial impacts on local authority staffing and capabilities but will continue to review the situation over the next year.

To ask the Scottish Executive whether the installation of the Train Protection Warning System at signals on the rail network is near completion.

This is an operational matter for Railtrack. I understand that the installation of TPWS in Scotland is scheduled for completion in early 2003.

Omne communications ltd, currently, have no plans to build an office in Dumfries and Galloway. Rollout of broadband services to Dumfries and Galloway is planned for early 2003.
