To ask the Scottish Executive what discussions it has had with Her Majesty's Government on the timescale for the completion of the M74 from Gretna to Carlisle.
Answer
The Executive is in regular contact with Her Majesty's Government on a range of transport issues in England with implications for Scotland, including construction of the M6 from Carlisle to Guards Mill at Gretna.

To ask the Scottish Executive, further to the answer to question S1W-21235 by Nicol Stephen on 16 January 2002, whether the meeting with senior BBC representatives has now taken place and, if so, what the outcomes of the meeting were.
Answer
Nicol Stephen met representatives of the BBC on 6 June 2002. BBC representatives outlined its proposal to develop and roll out the Digital Curriculum and indicated to the minister that the proposal was currently the subject of a consultation by the Department for Culture, Media and Sport (DCMS). It was agreed that there would be further discussion once a decision had been reached by DCMS.

To ask the Scottish Executive how many businesses have utilised VisitScotland's forty Quality Advisors as referred to in action point 12 of its Tourism Framework for Action 2002-05.

All businesses registered in the VisitScotland Quality Assurance schemes (approximately 10,000 in total) have had at least one visit from VisitScotland's Quality Advisors.

To ask the Scottish Executive whether the relaunch of the Freight Facilities Grant Scheme has now been completed.
Answer
The Strategic Rail Authority is currently reviewing the scheme particularly with regard to the Sensitive Lorry Mile criteria which apply in assessing the environmental benefits of a project. The Scottish Executive is being fully consulted as part of this process and any revised scheme will be widely publicised within the freight industry in Scotland.In the meantime Scottish Ministers will take into account the recently published report Opportunities for developing sustainable freight facilities in Scotland, which was commissioned by the Executive, in reaching decisions about Freight Facilities Grant applications currently being considered.

To ask the Scottish Executive what the current position is in respect of the disposal of each dwelling acquired by it during the construction of the M74 from Douglas to Gretna.
Answer
Twelve dwellings acquired for the construction of the M74 continue to be held by the Scottish Executive. Two have been sold, subject to conclusion of missives (Upper Howcleugh and Broomlands House). Two are on the market (Fairfield and Glenevan). One is to be demolished for safety reasons (Jocksthorn). Of the remaining seven dwellings, plans are being prepared to effect disposal either through offer-back to previous owners or by open market sale (Longbedholm Cottage, Longbedholm Farmhouse, Middlegill, Milagro, Nether Howcleugh, and Raecleugh Farm). The twelfth property, Cauldwellknowe, is tenanted and will be sold once shared access arrangements have been resolved.

To ask the Scottish Executive what the status is in Scotland of Lord Birt's report to the Prime Minister on transport issues.
Answer
Lord Birt's work is internal advice to the UK Government. As such, it fully respects the devolution settlement and the UK Government has assured us that his work will not make recommendations affecting Scotland on devolved matters that are the responsibility of the Scottish Executive.

To ask the Scottish Executive who has been invited to the question and answer event with the First Minister in Dumfries on 17 June 2002; what organisation each represents, and how each was selected.
Answer
The event was organised by the Scottish Executive in co-operation with Dumfries and Galloway Council. The council proposed to us a list of some 50 representatives of local groups and invitations were sent to them, as well as to a group of senior schoolchildren. I will send the list of those invited and the organisation they represent to the member and make it available in the Parliament's Reference Centre.

To ask the Scottish Executive when the Scottish Schools Digital Network will be up and running.
Answer
The Executive aims to conclude the process of consultation with local authorities and other stakeholders during the summer 2002 and intends to place an OJEC advert for the Scottish Schools Digital Network during the second half of 2002. We aim to have a point of presence for the national schools interconnect and initial Intranet services available in every education authority by the end of 2004, with further development of the intranet services continuing beyond that point.Connections to individual schools from the interconnect will be taken forward as part of the overall Executive broadband strategy, informed by the pathfinder projects currently being developed in Highlands and Islands and South of Scotland.
