To ask the Scottish Executive whether it will grant emegency financial aid to the Grampian University Hospitals Trust, in the light of the Trust's statement today indicating that it is currently underfunded and that it will not be able to fully fund the provision of services in the year 2000-01.
Answer
In the current financial year, the Scottish Executive has committed revenue funding for Hospital and Community Health Services of £392.78 million to Grampian, 4.25% more than last year's general allocation. My recent announcement of allocations for 2000-01 confirms that Grampian will receive a further 5% increase in its general allocation next year.
I expect Grampian University Hospitals NHS Trust, like other Trusts to manage effectively the resources it receives from Grampian and other Health Boards to provide health services.My officials are working with senior management in the Trust and Grampian Health Board to ensure that financial balance is achieved as soon as possible while continuing to provide high quality care.

To ask the Scottish Executive, further to the answer to question S1W-3177 by Susan Deacon on 23 December 1999, what steps, if any, the Executive intends to take to gather centrally statistics on the diagnosis of diseases such as asthma, diabetes, multiple sclerosis and meningitis.
Answer
A number of steps are being taken to improve the central collection of data on disease diagnosis to assist national and local planning of health care, such as the establishment of a Scottish Diabetes Register.

To ask the Scottish Executive to specify the total cost of providing Beta Interferon treatment to people who suffer from multiple sclerosis in Scotland for the current financial year.
Answer
It is not possible to specify the total cost of providing Beta Interferon treatment to people who suffer from multiple sclerosis in Scotland for the current financial year because the number of people who suffer from multiple sclerosis in Scotland is not known. Also, not all patients with a diagnosis of multiple sclerosis would benefit from this treatment.

To ask the Scottish Executive whether it plans to ensure that Health Board funding is maintained in line with inflation in the health sector.
Answer
We are committed to substantially increase NHS spending in Scotland in real terms over the coming years as demonstrated by the additional investment of £1.8 billion made over this and the next two years. This is an average annual real terms increase of 3.7% over the three year period using the GDP Deflator as the measure of inflation.

To ask the Scottish Executive what steps it intends to take to facilitate earlier diagnosis of asthma within Scotland.
Answer
The Primary Care Management of Asthma guideline, published in December 1998, and the Emergency Management of Acute Asthma guideline, published in June 1999, both stress the importance of early detection, treatment and management of asthma. These clinical guidelines are widely used by General Practitioners and Consultants in developing the quality of clinical services.Health Boards' Health Promotion Departments are addressing asthma, and they and other agencies are undertaking dissemination of general information, as well as information specifically aimed at parents with young children. In addition, a comprehensive surveillance system for children in Scotland is in operation. This is undertaken by General Practitioners, augmented in some areas by community paediatric services.

To ask the Scottish Executive with regard to European Union Structured Fund support for fishing communities, how much will be available to each Scottish region and who will decide the final amounts allocated to each region.
Answer
No decisions have yet been taken on the allocation of structural funds for fishing communities across Scotland. Ministers will consider the distribution of funds as Structural plans are developed. Final decisions will only be taken once these plans have been agreed.

To ask the Scottish Executive what representations it has made to the Secretary of State for Scotland with regard to the potential impact of his department's spending plans on the Executive's ability to deliver its spending plans this financial year and whether it has made any such representations for future years.

The Secretary of State and the First Minister have discussed the Secretary of State's spending plans which will amount to around 0.04% of the total Scottish budget in 2000-01.

The Executive has routinely ensured that MSPs have access to the details of proposed changes to its spending plans before these are released to the press. This practice will continue.
