To ask the Scottish Executive how many miles of Scottish Water drinking water pipes are in need of replacement or repair and when this work will be completed.
Answer
Information about the conditions of assets and the scheduling of repair work is an operational matter for Scottish Water. I have asked Jon Hargreaves, Chief Executive of Scottish Water to respond. His response is as follows:Based on Scottish Water's assessment of their assets as of June 2002, it is estimated that 62% of the length of the water pipe network is in need of replacement or repair. The 2003 review is currently being carried out and more updated information will be available later this year. Between 2002 and 2006, Scottish Water is replacing in excess of 3,000 kilometres of water mains.

To ask the Scottish Executive what efficiency targets were set for Scottish Water for 2002-03 and how its performance compared with these targets.
Answer
For 2002-03, Scottish Water were set an operating efficiency target within a range that extended from the level of performance achieved by the former water authorities to the target advised in the Water Industry Commissioner's Strategic Review of Charges 2000-2002. On capital efficiency, Scottish Water is required to meet the capital efficiency target set out in the Strategic Review of Charges 2000-2002 over the four-year period to 2006. Scottish Water's performance for 2002-03 can only be determined once audited accounts are available.

To ask the Scottish Executive what requirements there are for universities to maintain student records.
Answer
There are no general requirements on higher education institutions (HEIs) to maintain student records. However, HEIs are required to hold a variety of records for a variety of purposes. For example, under the Universities (Scotland) Acts 1858-1966, the Universities of St Andrews, Glasgow, Aberdeen and Edinburgh are required to enter the names of their graduates in a Register of Members of the General Council, on receipt of a fee, and to publish the list of General Council members.

To ask the Scottish Executive what efficiency targets have been set for Scottish Water for (a) 2003-04, (b) 2004-05 and (c) 2005-06 and what the projection is of how its performance will compare with these targets.
Answer
Scottish ministers have asked Scottish Water to aim to meet the Water Industry Commissioner's targets as set out in his Strategic Review of Charges 2002 - 2006, without putting at risk environmental compliance or public health. It is for Scottish Water to make an assessment of what its performance will be and how this compares with the targets set.

To ask the Scottish Executive whether it has any plans to undertake a study into the numbers of black game and how best to protect the birds in future.
Answer
A great deal of research on black grouse has been carried out by conservation organisations, informing the recommendations for protection of black grouse in the Species Action Plan.Scottish Natural Heritage (SNH), in partnership with other conservation bodies, undertakes national and site-based surveys of a wide range of protected species. I understand from SNH that there will be a national survey of black grouse, to enable further consideration of changes in status and management practices. SNH expect that the survey will be conducted in 2005-06. The last national survey was in 1995-96, when it was estimated that there were 6,510 lekking male black grouse in the UK.
