To ask the Scottish Executive how many four-year-olds were eligible for local authority or partnership nursery places in each of the last three years.
Answer
62,466, 61,370 and 59,297 four-year-olds were eligible for publicly funded pre-school education places in the academic years 1997-98, 1998-99 and 1999-2000 respectively. Comparable information for 1996-97 is not available.

Answer
59,870 three-year-olds are eligible for publicly funded pre-school education places in the 1999-2000 school year. This is the first year of grant-funded places for three-year-olds. Comparable information for previous years is not available.

To ask the Scottish Executive how many posts in the Scottish Executive, including its agencies, have been created in or transferred to Tayside since 6 May 1999.
Answer
The Scottish Executive and its agencies currently have 763 staff in the three local authority areas covering Tayside. No additional permanent posts have been created in or transferred to Tayside since 6 May 1999.
The Executive's policy on location and relocation of civil service jobs remains as set out by the First Minister in his answer of 15 September 1999 (question S1W-1558, Mr Duncan McNeil MSP). My answer of 6 July 2000 (S1W-8578, Karen Gillon MSP) set out the action the Executive plans to take over the summer to consider the location of a number of bodies covered by the policy.

To ask the Scottish Executive whether the proposed new guidelines in relation to section 2A of the Local Government Act 1986 will apply to Scotland's remaining self-governing school, St Mary's Episcopal Primary School in Dunblane.
Answer
The working group set up to review the curriculum guidelines in the light of the repeal of section 2A of the Local Government Act 1986 recommended that the Executive ensure that existing and new materials should impact on the practices of all schools, not just those managed by local authorities.

To ask the Scottish Executive whether it, or any of its agencies, owns the esplanade at Stirling Castle.
Answer
Stirling Castle and its esplanade were conveyed to the Secretary of State for Scotland by the Crown Estates Commissioners in 1999. Ownership has now transferred to Scottish Ministers.

To ask the Scottish Executive, further to the answer to question S1W-8299 by Mr Jack McConnell on 28 June 2000, whether it will detail the end-of-year balance generated for each sub-heading of the Vote 3 Budget and to detail how much of these surpluses will be retained in these budget sub-headings in the financial year 2001-02 and what additional funds will be allocated to these budget sub-headings through end-year flexibility.

I refer you to the figures I provided in my answer to question S1W-8299. The Appropriation accounts published in the autumn will contain a breakdown of end-year balances. The answer to question S1W-8299 also shows the amounts retained by portfolios and the further allocation of £13 million to Education and Enterprise and Lifelong Learning portfolios.

To ask the Scottish Executive whether it will list any meetings which have taken place between Ministers and representatives of the seven grant-aided special educational needs schools in Scotland since the publication of the report of the Advisory Committee on the Education of Children with Severe Low Incidence Disabilities.
Answer
I visited Donaldson's College on 1 November 1999 and my colleague, Peter Peacock, has attended two meetings of the SEN Advisory Forum at which the Headteacher of the Royal Blind School has also been present. In addition, Scottish Executive officials have had two rounds of meetings with representatives of all seven schools to discuss the transitional arrangements.
