To ask the Scottish Executive how much grant aid Stirling Council has received so far for the Raploch regeneration scheme and what proportion of that grant aid was for the realignment of the Back O’Hill Road.
Answer
The Executive has providedgrant funding of £4.5 million to Stirling Council to fund early infrastructureworks associated with the Raploch Regeneration Project, £1.6 million of this beenused to fund the cost of works and fees associated with the realignment of the Back O’Hill Road.

To ask the Scottish Executive whether it intends to suspend all further investment in the Raploch regeneration project until such time as it is satisfied that Stirling Council and Raploch Urban Regeneration Company Ltd have properly costed and assessed all the risks involved in this project.
Answer
Decisions on future grantfunding for the Raploch regeneration project will be taken following a detailedappraisal of Raploch URC’s final business plan, which is due to be submitted tothe Executive in July 2006. That appraisal will look at all key risksassociated with the project.

To ask the Scottish Executive what steps would normally be taken to ascertain that best value was achieved in relation to the contract to realign the Back O’Hill Road, given that Stirling Council appear to have been client, designer and contractor.
Answer
The Back O’Hill Road is a local road and therefore the contract to realign this route is thestatutory responsibility of Stirling Council. The Scottish Executive has put inplace best value arrangements which require continuous improvement in the dischargeof local authority functions. These arrangements are subject to a rolling programmeof monitoring by Audit Scotland.

The Scottish Executive will notbe liable for any additional costs in respect of remedial works required on theBack O’Hill Road. This is a local road and therefore the statutory responsibilityof Stirling Council, as the local roads authority.

The Local Government FinanceReview Committee was established as an independent committee and its workprogramme and scheduling are matters for the committee itself. The committee recentlyinformed me that it expects to report by the end of October 2006.

To ask the Scottish Executive what action it will take in order to meet its commitment to halve the gap between the Scottish and English non-domestic rate poundage from 1 April 2006.
Answer
From 1 April 2006 we are making an estimated £90 million available to meet our commitment to reduce the existing poundage gap by half. We have committed to close the gap fully in April 2007.
The Scottish non‑domestic rate poundage for 2006-07 will be 44.9p. In 2005-06, the Scottish poundage rate was 46.1p and the English poundage rate was 41.5p. This is a difference of 4.6p. In 2006-07 the Scottish poundage rate will be 44.9p and the English poundage rate will be 42.6p. This is a difference of 2.3p, which is half of 4.6p.
