To ask the Scottish Executive whether any trainee nurse at Monklands Hospital has been in sole charge of any ward in the past year for more than 30 minutes without senior supervision.
Answer
I am advised by Lanarkshire Acute Hospitals NHS Trust that no trainee nurse has been left in charge of a ward at Monklands Hospital in the past year without the supervision of a trained nurse.

To ask the Scottish Executive what share of the current roads budget is allocated for new road building or improvement, as opposed to repairs, and what share of this is accounted for by PFI schemes.
Answer
Planned expenditure on motorways and trunk roads in the current year is £163m. Of this, £93m is capital expenditure (£23m for construction and improvement and £70m for structural repairs and other grants and expenditure). Current expenditure is £70m with £38m allocated to routine and winter maintenance and £32m to "other current expenditure". The annual payments in respect of PFI schemes (A74(M), DBFO and Skye Bridge) will amount to approximately £24.35m during the current year. These are classified as current expenditure and are met from "other current expenditure".

To ask the Scottish Executive Scottish Executive what specific expenditure accounts for the estimated increases in Scottish Executive administration costs in the year 1999-2000 compared to those previously announced, and which reductions, if any, will be made to this budget in each of the future years for which information is available.
Answer
The principal change to the Scottish Executive Administration vote reflects take up of end year flexibility - underspending from 1998-99 provision - amounting to £6,556,000. There have also been a range of technical accounting changes and transfer to and from other votes. The baseline provision for administration - net of end year flexibility - has been reduced from the original plans. Some reductions will be made in forward years to reflect the Executive's decision to scale back planned work by the Inland Revenue and the Department of Social Security on preparing for implementation of the Scottish Variable Rate. Some savings are also being made from the capital budget.

To ask the Scottish Executive what proportion of ministerial time is allocated for constituency business broken down by minister.
Answer
No such formal allocation is made. Individual Ministers manage the competing demands on their time appropriately to fulfill their duty to Parliament, to the Executive and to their constituents.

To ask the Scottish Executive what is the expected underspend by each of its departments and divisions in the current financial year.
Answer
Levels of spending within the Executive are monitored throughout the year, with adjustments being made regularly, in order to maximise the effective use of available resources. It would therefore be potentially misleading at this stage in the financial year to predict end-year outturns.
