Answer

To ask the Scottish Executive what the total Scottish budget was in each year since 1979; what percentage of the overall UK budget this represented in each year and what changes took place in the areas of expenditure to be met from the Scottish budget during this time.
Answer
The table below sets out the total Scottish budget since 1993-94 and the percentage this represents of the total UK budget. The introduction of Resource Accounting and Budgeting makes strict comparison with years before 1999-2000 difficult. Figures are shown, however, since 1993-94 which provides a consistent series with the previous control total definitions.

To ask the Scottish Executive what central analysis is made of the overall impact of Private Finance Initiative or Public/Private Partnership contracts on the Scottish budget.
Answer
Estimates of revenue commitment resulting from service payments by the public sector are calculated in real and cash terms, rounded to the nearest £1 million, for both signed projects and projects under procurement on a year-by-year and sector-by-sector basis. They are provided to HM Treasury as part of the Public Expenditure Survey and are published in the Treasury "Red Book" as aggregated figures.
The impact of estimated total revenue commitments for signed Private Finance Initiative or Public/Private Partnership contracts on the Scottish Executive's budget is less than 1% in cash terms in any year during the period covered by Scotland's Budget Documents.

Answer
The six-fold increase in the number of parliamentary questions being answered by the Scottish Executive since devolution has placed significant pressures on the organisation and some answers take longer to be processed than we would wish. We are constantly seeking to improve our performance in this respect although the number of parliamentary questions being tabled continues to increase.

To ask the Scottish Executive how many nurses were employed in Scotland, in total and expressed as a full-time equivalent figure, in each year from 1979 to 2000.
Answer
The latest information available centrally on the numbers of nurses employed in the NHS in Scotland from 1979 to 2000 is shown in the following table. Over this period the table shows that the number of qualified nurses in the NHS in Scotland has increased by almost a quarter from 31,260 in 1979 to 41,752 in 1999.
These figures mean that there are now 808 nurses per 100,000 of population in Scotland compared to 620 per 100,000 in England. As the figures show, since taking up office the Executive have reversed the downward trend of recent years. We have announced a further increase of 210 for the coming year in the priority areas of intensive care, psychiatric, community and accident and emergency. Nurse student intakes are also planned to increase by 3% in the coming year.
