To ask the Scottish Executive, further to the answer to question S1W-4210 by Henry McLeish on 18 February 2000, what its target number of lone parents to be helped into jobs was for the period up to November 1999.
Answer
Employment Policy is reserved to the UK Government which therefore takes the lead on the funding and delivery of the New Deal for Lone Parents (NDLP) throughout Great Britain, although in close consultation with its partners, including the Scottish Executive.
From the launch of NDLP in October 1998 until April 1999 there was no target set in the Annual Performance Agreement (APA) for job achievement. An APA was introduced in April 1999.For the period April-November 1999 the expected profile of jobs achieved in Scotland was 953. The actual number of jobs achieved was 2,159.

To ask the Scottish Executive, further to the answer to question S1W-4210 by Henry McLeish on 18 February 2000, to provide a breakdown by Travel to Work, or other geographical area, of the 3,480 lone parents helped into jobs by the end of November 1999.

The NDLP programme is delivered through Employment Service Districts. The table below sets out the jobs achieved within each Employment Service District in Scotland.

To ask the Scottish Executive whether it will provide a breakdown of total capital spending by local authorities in Scotland for each of the past three years and the current year and of expected capital spending in each of the next two years.
Answer
A breakdown of total capital spending by local authorities for the past three years and allocations for the current year can be found in the letter placed in SPICe in response to question's S1W-743 and S1W-744. While a breakdown of expected capital spending by local authorities for the next two years is not yet available, the provisional non-housing capital allocations for 2000-01 are detailed in the answer to question S1W-2609.

The running costs of the Scottish Executive Information Directorate for the period to 28 February was £1,212,745, and for the press offices of the Scottish Prison Service and Historic Scotland £126,000 and £80,000 respectively. No external public relations services were used during the period.Advertising campaigns carried out on our behalf by contracted agencies were:

To ask the Scottish Executive what percentage of the average disposable income of a couple with two children is the average disposable income of a lone parent.
Answer
According to combined data from the Family Resources Survey for 1996-97 and 1997-98, the median disposable income of lone parents in Scotland was around 40% of that for couples with two children in Scotland. Income is from all sources including employment, Social Security Benefits and investments. Evidence suggests that some items of income may be under-reported in the survey, particularly for self-employment and investment income. Estimates are subject to sampling error and to variability in non-response.

To ask the Scottish Executive what the highest number of prisoners is which have been detained in Bowhouse Prison, Kilmarnock, what the current total is detained and what these figures represent as a percentage of the total capacity of the prison.
Answer
To date, the highest number of prisoners detained at HMP Kilmarnock has been 528 (106% of the capacity of the prison). The number of prisoners on 24 February was 494 (99% of capacity).

To ask the Scottish Executive to provide a detailed breakdown of the total spending guidelines set down for North Lanarkshire Council, South Lanarkshire Council and East Ayrshire Council for each of the past three years, including the current financial year; what spending limits are being set for each of these councils for 2000-01, and what percentage changes in real terms these figures represent over the four year period.

The table below shows the figures for capping limits for 1997-98 and 1998-99 and expenditure guidelines for 1999-2000 and 2000-01. Expenditure guidelines replaced capping limits in 1999-2000 and provide councils with a more transparent and a less restrictive indication of the level of council spending we consider to be prudent.
