To ask the Scottish Executive what the initial cost of construction was and estimated total lifetime cost to the public purse is for (a) Hairmyres Hospital and (b) Wishaw Hospital.

The initial construction costfor Hairmyres Hospital was £68 million and for Wishaw Hospital it was £121 million.The following tables show the annual payments over the period of the respectivecontracts. The aggregate of these annual payments however cannot be directly comparedto the construction costs as these payments include the provision of hard and softFM services over the life of the contract.

Had the hospitals been procuredby a traditional procurement route additional annual costs would be incurred includingcapital charges and costs for the provision of hard and soft FM services.

To ask the Scottish Executive, further to the answer to question S2W-27816 by Mr Tom McCabe on 11 September 2006, whether it will provide, for each approved Scottish PFI/PPP project listed on its Financial Partnership Unit’s website, information on (a) the initial cost, (b) the annual payments related, (c) the total payments made and due, (d) the contract period, (e) the ownership of assets created, (f) the additional charges made and, for projects where additional charges have been made, whether it will provide details of why such charges were incurred.

For (a) and (d) I refer the memberto the Scottish Executive Financial Partnerships Unit’s website where the informationcan be found at www.scotland.gov.uk/ppp.The initial cost of a PPP project has been interpreted as the capital value whichis defined as “the public sector procuring body’s estimate of the capital valueof the property the private sector purchases or creates for delivering servicesunder a PFI contract.”

For (b) and (c) I refer the memberto the following table A for the information requested from 1999-2000 to 2005-06.I refer the member to the answer to question S2W-28685, on 18 October 2006, forthe information requested from 2006-07 to 2030-31, and the answer to question S2W-30414on 19 December 2006, for the information requested from 2031-32 to 2040-41.All answers to written parliamentaryquestions are available on the Parliament’s website, the search facility for whichcan be found at http://www.scottish.parliament.uk/webapp/wa.search. I also refer the member to the following table B forthe information requested as two further projects have just recently reached financialclose.

The unitary charge is the amountpaid by the public sector procuring body to the private sector consortium for theservices it provides over the length of the contract. The services include capitalconstruction, lifecycle maintenance and facilities management, and not just theupfront construction cost of the asset.

For (e), the assets that areimproved or created in a PFI/PPP contract are returned to the public sector at theend of the contract period which is typically up to 30 years. PFI/PPP contractsput the onus on the contractor during the term of the contract to maintain the assetproperly so that when the asset does revert to the public sector there is no significantmaintenance required for up to five years thereafter.

For (f), there are three PFI/PPPcontracts that the Executive has entered into and which are operational, these are the M6 DBFO, the M77/GSO and HMP Kilmarnock.For HMP Kilmarnock, no additional charges have been made. For the M6 DBFO, the additionalcharges made after the Agreement was signed were £1,833,797 for new works and £29,872for operations and maintenance. For the M77/GSO an additional one-off charge of£395,000 was made to the Concessionaire and is a reconciliation of both Companychanges, East Renfrewshire Council (Employer) changes and the sharing of Value forMoney initiatives permitted under the agreement during the New Works phase of theagreement.

There are provisions within thecontract for changes to be made in accordancewith prescribed change procedures. Informationon any additional charges made by other PFI/PPP contracts is not collected by the Executive as it is the responsibility of the relevant public sector procuring body.

To ask the Scottish Executive whether it will list all inspections and audits of local authorities that have to be undertaken or commissioned by it or any of its agencies and how often each requires to be carried out.

Responsibility forthe timing and frequency of inspections and audits rests with the independent andexternal scrutiny bodies, which report either to the Scottish Parliament or Scottishministers.

A mapping exercise into the externalscrutiny arrangements for public services (including local authorities) in Scotland is being carried out as part of the independent review of current arrangements for scrutiny in Scotland, chairedby Professor Lorne Crerar. Professor Crerar is due toreport in summer 2007.

To ask the Scottish Executive what percentage of (a) three and (b) four-year-olds are in receipt of (i) pre-school childcare provision or (ii) nursery education.

In January 2006, the latest datefor which figures are available, it is estimated that 96% of eligible three-year-oldsand 99% of four-year-olds were registered for pre-school education. As childrenare counted at each centre where they are registered, children who attend more thanone centre will be counted more than once.

There were 51,610 registrationsfor three-year-olds and 55,690 registrations for four year olds at a pre-schooleducation or day care centre in January 2006, with a further 3,050 registrationsof three-year-olds and 2,840 registrations of four-year-olds attending a childminder.As children are counted once for each centre or childminder that they attend, thesefigures include double counting. It is not possible to disaggregate the figuresfurther to produce figures for the number of children taking up child care and pre-schooleducation as the figures are based on the settings children attend rather than theservices each child receives.

To ask the Scottish Executive how much has been spent on the treatment of motor neurone disease by the NHS in each of the last three years and how much is being spent in the current year, broken down by NHS board; how many patients have been treated in each area in each year, and what plans the Executive has to improve the treatment of patients suffering from the condition.

Information on the cost of treatingspecific conditions such as motor neurone disease is not held centrally.

The number of patients treatedin Scottish hospitals with a main diagnosis of motor neurone disease during thelast three years is shown in the following table:

The Scottish Motor Neurone DiseaseAssociation has had discussions with officials in the Health Department about developinga national managed clinical network (MCN) for MND. The Association, through itsmembership of the Scottish Neurological Alliance, has been working with NHS QualityImprovement Scotland on the development of standards for all neurological conditions.

To ask the Scottish Executive whether it will list any donations, subscriptions and other payments made by it and its agencies to the CBI and other business lobbying organisations during the current and last financial years.

On the basis of information heldon the Scottish Executive Accounting System, including the last and current financialyear to date, I can confirm that monies were paid to the CBI, Scottish Chambersof Commerce, Federation of Small Businesses, Institute of Directors andthe Scottish Council for Development and Industry.

The information requested isprovided in the document entitled SEAS record of monies paid by the ScottishExecutive and its agencies to business organisations for the financial years 2005-06,and 2006-07 (to date). To ask the Scottish Executive how much land owned by it or its agencies is (a) vacant or (b) derelict.

The asset management strandof the Efficient Government programme is actively targeting the issue ofefficient use of public resources; including vacant and derelict land in theownership of the wider Executive. The property records of the Executive and itsagencies show the ownership of land, not the use to which it is put and doesnot permit a direct answer to be readily given to the question. The underlyingprinciple is that the Executive should hold assets where there is a good reasonfor doing so and that other assets should be disposed of. Work is ongoing toestablish the opportunities for rationalisation to ensure that our portfolio istaut and meets the needs of our organisation. As this work develops we willkeep the member updated.
