To ask the Scottish Government when in 2015 it will review its current position that couples with children in the home should not have access to NHS-funded infertility treatments.
Answer
As recommended by the National Infertility Group, the Scottish Government is committed to the 2015 review. The expert National Infertility Group will be reconvened towards the end of 2014, and will undertake their review in early 2015. The child in the home criteria will be reviewed at this stage.

To ask the Scottish Government what progress it is making in reducing the vulnerability of the towns referred to in the report, Rural Scotland in Focus 2012.
Answer
Since this report in 2012, we have undertaken a national review of town centres in Scotland, published the Town Centre Action Plan and announced the Town Centre First Principle in agreement with COSLA.
The action plan, underpinned by this principle and a commitment to cross-government working, will not only determine public sector investment decision making and align policies but also help to target wider resources within the private and third sectors to encourage diversity and vibrancy across Scotland’s towns.
We have created a solid framework for each local authority to set out the activity they will undertake to ensure they can help their towns adapt to changing circumstances.
A key issue for rural towns across Scotland is access to broadband and hence the investment of £410 million in the Digital Scotland Superfast Broadband programme is of great importance to our rural towns.

To ask the Scottish Government what discussions it has had with South Ayrshire Council on the recently published Accounts Commission report, Targeted Best Value audit work 2013.
Answer
Local authorities must use resources as efficiently as possible and deliver services effectively to ensure taxpayers get the best possible value. While the South Ayrshire Best Value report says that there have been some signs of improvement, it finds that serious concerns remain and identifies a number of significant shortcomings that need to be addressed as a matter of urgency.
I normally write to the council leader when a best value report is published, and I did so in the case of South Ayrshire. In that letter I said that the council now needs to deliver real change, and ensure that this is sustained and produces better outcomes for the people of South Ayrshire. I will be taking a close interest in the council’s progress, and in the further report which the Controller of Audit has been asked to prepare by the end of the year.

To ask the Scottish Government when it will publish the analysis of the responses received to its consultation on the provision of specialist residential chronic pain services in Scotland.
Answer
The ‘Analysis of Consultation Responses’ report will be published on the Scottish Government website on 23 January 2014. A copy of the report has been placed in the Scottish Parliaments Information Centre (SPICe), bib number 55593.
The consultation has provided a wide range of views and comments on the future provision of specialist residential chronic pain services and I am grateful to all those who have taken the time to respond to the consultation and share their experiences with us.
The outcome of the consultation shows a clear preference for the first option to deliver a Scottish service in a single location in a centre of excellence. The Scottish Government will produce a report providing our response to the findings of the consultation and the comments received. The response will also set out details of how the new service will be delivered. It is anticipated that this report will be available by spring this year.
